Are you a counterintelligence professional with 10+ years of experience protecting critical research from foreign threats?

This is a senior role that sits at the intersection of national security and scientific research — and it's genuinely one of the most mission-critical positions in the federal research security space right now.

A 2026 Fortress Cybersecurity Award winning contractor is looking for a Program Manager and Senior Advisor for Research Security to support NOAA's research security programme in Silver Spring, Maryland.

What you'd actually be doing:

Leading threat assessments and foreign influence analysis across NOAA research programmes

Developing CI-focused due diligence processes for both classified and unclassified research collaborations

Contributing to export control policy and technology control plan assessments

Building procedures to identify and mitigate nation-state threats to NOAA research

Developing the NOAA Critical Assets List — identifying critical technologies vulnerable to foreign acquisition

Briefing NOAA personnel on CI trends and threat indicators

Leading supply chain risk management processes to protect research integrity

What they need:

Active Top Secret clearance

10+ years counterintelligence experience in a government or research environment

Deep knowledge of NSPM-33 and research security frameworks

Experience with ITAR, EAR and export control regulations

Bachelor's degree in Intelligence Studies, International Relations, Cybersecurity or related field

Location: Hybrid — Silver Spring, MD
