We are seeking an experienced Senior Business Systems Analyst to operate at an enterprise level, translating complex business, technical, and data problems into clear, practical solutions. Working within a Digital Transformation division, this role serves as the essential bridge between operational leadership and technical teams to deliver high-impact technology and data-driven initiatives.

Key Responsibilities

• Requirements & User Stories: Document comprehensive business and user requirements with precise technical-to-business translation, preventing testing defects and ensuring complete, end-to-end solution coverage without functional gaps.

• Business Relationship Management: Build and maintain strong business relationships across specialized functional areas, providing strategic guidance to drive organizational change.

• Cross-Functional Collaboration: Partner closely with Data Governance Managers, IT Project Managers, Software Engineers, and QA Testers to develop high-quality delivery frameworks.

• Systems Reengineering: Lead efforts to modernize systems and optimize operational efficiency by identifying root causes and breaking down organizational silos.

• Enterprise Interoperability: Collaborate with cross-functional teams to plan and advance full interoperability across enterprise-level systems, data pipelines, and workflows.

• Strategic Integration & Governance: Plan advanced system and data integrations within established governance frameworks, actively promoting adoption of best practices across the organization.

• Stakeholder & Change Management: Manage expectations across executive leadership, peers, and external vendors while supporting digital transformation culture change.

Qualifications & Requirements

• Extensive experience of operating as a Senior Business Systems Analyst supporting large-scale enterprise IT and data initiatives.

• Proven track record in digital transformation, process reengineering, and system interoperability.

• Strong expertise in defining detailed business requirements, technical specifications, user stories, and acceptance criteria.

• Demonstrated ability to navigate data governance structures and collaborate with data architecture and QA teams.

• Exceptional written and verbal communication skills, with a talent for translating complex technical concepts for non-technical stakeholders.

• Must be locally based in Central Indiana for onsite engagement in Indianapolis.

• Experience as a business analyst, consultant, or similar role in technology or government. Required - 8 Years
