Fuller locates the problem elsewhere. The people who are missing from research, he argues, are not missing because they lack the necessary qualities. They are missing because the institutions responsible for inviting them into inquiry have systematically failed to extend the invitation — early enough, clearly enough, or with sufficient care. The absence is institutional, not individual.

This reframe has practical consequences. If the problem is individual deficit, the solution is remediation. If the problem is institutional failure, the solution is redesign. Make the Difference is, among other things, a proposal for that redesign — one that does not require dismantling existing institutions but does require them to make visible what they have too long kept hidden.
