About the Job

The Assistant Vice President, Data Engineering is responsible for leading and executing a strategic roadmap for collecting, storing, processing enterprise & divisional data to support and enable analytics, digital transformation and operational improvements.

This involves researching, recommending and choosing optimal solutions to manage and implement modern data architecture as well as maintaining and monitoring the success of these solutions. The incumbent must have a passion for how data can be leveraged and used to drive deeper, meaningful insights that enhance the customer experience, grow our businesses, minimize risk and engage our employees globally.

The role involves creating a team of highly skilled data engineering professionals while guiding and implementing industry best practices around data governance to ensure business and analytical needs are well understood and satisfied.

The incumbent will participate in long range strategic planning that addresses complex data management challenges.

Projects are highly complex, multi-faceted and involve many stakeholders.

The overall accountabilities support analytics, executive decision making and direct customer- facing activities.

In addition, the role provides thought leadership and consultative support to the many data activities across the organization.

The Assistant Vice President of Data Engineering has primary responsibility for:

1. Modern Data Architecture: Setting the strategic roll-out, selection and delivery of proven as well as emerging tooling to ensure that data pipelines are scalable, repeatable and secure serving multiple users within the organization. The incumbent is responsible for all providing leadership and direction for highly complex, multi-faceted big data initiatives associated the following functions areas:

a. Translate complex functional and technical requirements into detailed architecture, design and high performing capabilities;

b. Lead the design and build of data patterns and services - both batch, real-time and complex event handing - leveraging open technologies;

c. Ensure the timely delivery and constant communication of commitments meeting the expectations of stakeholders;

d. Effectively manage operational risk and change with a continuous focus on process improvements.

2. People Management: Responsible for providing information, expertise and direction to a team of full time and contract staff, specifically:

a. Responsible for all team goal planning, achievement assessments and employee development plans;

b. Work closely with analytic and data management teams to determine resource requirements and planning.

c. Encourage and ensure all team members participate in cross-training and job sharing; create an annual plan for skill development and advanced technical capabilities.

d. Lead workshops, data engineering meetups, user group facilitation and meet with key stakeholders globally to drive and grow data engineering talent across Manulife.

3. Governance and Controls: Responsible for ensuring all data management processes conform to standard operating procedures and aligns with how a modern data architecture aligns to enterprise technology standards and policies; contribute and provide guidance around data quality, metadata management, data stewardship and security, and access controls.

4. Innovation and Continuous Improvement: Provide thought leadership and guidance around advancing new data technologies and capabilities that are value-driven; work closely with innovation teams (i.e., LOFT), remain current with industry advancements working closely external vendors as well connected to the Apache Foundation projects; develop actionable plans to improve operations and capabilities that have real cost, time and quality benefits.

Required Knowledge and Skills:

• Demonstrated 10-15 years professional experience in big data including a university degree in Engineering, Computer Science or equivalent program;

• Advanced analytical and project management skills (DevOps, Extreme Programming, Agile, and Waterfall) for a variety of tasks or projects.

• Ability to deal with complex problems involving multiple facets, variables and situations where only limited standardization exists;

• Extensive expertise in data technologies and the use of data to support software development, advanced analytics and reporting.

• Particular focus on Cloud (Azure) and Hadoop-based technologies and programming or scripting languages like Java, Linux, C++, PHP, Ruby, Python, R and SAS.

• Also expert knowledge should be present regarding different (NoSQL or RDBMS) databases such as Hawq/HDB, MongoDB, Cassandra or Hbase.

• Experience and capability in translating non-technical user requests into complex technical specifications and solutions that meet these requirements;

• Exceptional oral, written and interpersonal communication skills with the ability to simplify complex technical concepts into business & value-focused language.

• A key requirement is to communicate clearly and consistently keeping stakeholders well-informed of progress and challenges;

• Excellent organizational and time management skills, with ability to multi-task. Ability to work with minimal or no supervision while performing duties; has the ability and initiative to organize various functions necessary to accomplish department activities or goals and be a strong team player.

• Must be willing to travel up to 25% of the time.
