SUMMARY OF QUALIFICATIONS:

A professional environmental manager with over 13 years current Commercial/Government Environmental and Safety Project experience following a 27 ½ year career as an Air Force Aircraft Maintenance Officer. Recently, Mr. Clarkson performed work and management for various project elements for the Department Homeland Security’s Secure Border Initiative (SBInet) in southern Arizona and southern California. He was a lead for the development and coordination of Environmental Assessments for U.S. 281 North and Loop 1604 in San Antonio, TX (both proposed toll way projects) and for roadway project Environmental Assessments in the Brownsville and Harlingen, TX. These assessments areas supported environmental requirements for the Texas Department of Transportation and the Federal Highway Administration. He has managed and developed Environmental Assessments for the Air Force at Holloman and Frances E. Warren Air Force Bases and for the U.S. Army Reserve. He was a Program and Office Manager working with the Federal Aviation Administration in Fort Worth, TX and has performed management roles for employees supporting the FAA and the US Army Reserve, primarily in the western states and Alaska. He has Master Plan, Operational Risk Management and Engineering and Environmental Services experience working with both State and Federal governmental entities. • With HNTB Corporation, under the Corporation’s Federal Services Group, supported the environmental requirements for SBInet, a new integrated system of personnel, infrastructure, technology and rapid response to secure both the northern and southern borders of the U.S. administered under the Department of Homeland Security. Developed SBInet elements of the southern Arizona and California Storm Water Pollution Prevention Plans and addressed specific environmental County and State environmental considerations that may result from proposed SBInet roadway construction and infrastructure facilities.

• Led and managed project teams that developed and coordinated all phases of Environmental Assessment related to linear transportation projects most containing locally unpopular toll road construction plans. Public meetings and resolution of public concern were significant considerations for these toll road project assessments and required extensive public involvement administrative activities. Managed environmental project workload and staff for the San Antonio Office, Environmental Department.

JUL 2000-AUG 2005 Program/Project Manager

• With J.M. Waller Associates, Inc., developed an Environmental Assessment for a classified project area at White Sands Missile Range, NM for Holloman Air Force Base. Concurrently, developed Program Environmental Assessment for Frances E. Warren Air Force Base in Cheyenne, WY. Completed the Environmental Portion of a Master Plan Study for Angelo State University, San Angelo, TX. Performed an Operational Risk Management (ORM) audit of the Aircraft Maintenance Division for the Air Force’s (USAF) Tinker AFB, OK Maintenance Depot.

• Manager for Engineering and Environmental Services Contract supporting the Federal Aviation Administration (FAA) at the Southwest Region in Ft Worth, TX. Management encompassed administrative support for approximately 25 employees of various professional disciplines and two sub-contractors, handling Task Orders (TO) to support the FAA for facilities renovation and upgrade and environmental and safety projects to include asbestos abatement, environmental assessment, fuel storage tank cleanup and specialized projects for construction/upgrade of fire/life safety systems for Air Traffic Control Towers, installation of fall safety systems for unmanned towers, and fuel storage tank replacement for backup generators. Environmental support included Environmental Due Diligence Audits (EDDA) for facility environmental assessments, development of Task Orders to support environmental assessments and review of environmental assessment documentation for sufficiency.

• Responsible for the programs and management of approximately 30 employees in the Western U.S. Employees primarily field environmental specialists supporting the U.S. Army and Army Reserve. Provided program management for Environmental Assessments, Health and Safety Projects, and Real Estate/Property transactions. Insured that all the required project environmental/safety documentation was complete, accurate and addressed the appropriate issues.

• Based on extensive past experience with aircraft maintenance facility needs, evaluated and established the maintenance facility requirements for the USAF C-17 Aircraft bed down at Hickam AFB, HI. Project required assessment of current facilities and established the type and location of general maintenance, hangar and operations facilities on Hickam AFB. Project encompassed extensive consideration of World War II historical buildings on the airbase and the desire to keep them in use.

• Task Order management from cradle to grave with development of scopes of work, bid proposal generation, selection and management of sub-contractors, billing and invoicing, milestone reporting, quality audits/controls, cost controls, schedule planning/execution, project reporting and final project completion documentation. Managed a total of 55 employees with two permanent sub-contractors located in Renton, WA; Oklahoma City, OK; Monterey, CA; Honolulu, HI; Los Alamitos CA; Ft Worth, TX, Ft Hood, TX and San Antonio, TX.

• Completed two Air Permit/Standard Exemption Projects and a major Environmental Assessment for the U. S. Army Reserve (USAR)

• Project lead for Environmental Assessment for a Unit move to a new Montana Army Reserve Center.

• Trained over 500 USAR soldiers on Hazardous Waste Management, Spill Response and OSHA regulatory requirements and basic NEPA requirements. Classes were held at numerous locations at various Texas (TX), Oklahoma (OK), Arkansas (AR), New Mexico (NM), and Louisiana (LA) Army Reserve Centers.

• Coordinated the Army’s Total Facility Assessment (TFA) program for the five states of TX, NM, AR, OK and LA.

• Monitored and assisted 416th Engineering Command and US Army Environmental Center with external environmental assessments. Tracked, monitored and reported progress of environmental programs for the 90th Reserve Support Command (RSC) Commander located in Little Rock, AK. Maintained hazardous waste and material inventory, inspection and management at Reserve facilities.

• Created and maintained hazardous waste minimization programs at Reserve facilities.
