ROLES AND PROJECTS

Petrochemical Remediation and Risk Consulting

Provided a lead role in remediation design for sites across the State of Texas from the Panhandle to the Gulf Coast and Rio Grande Valley and from East to West Texas. Managed several sites which affected “sensitive areas”, such as aquifer recharge zones, rivers, and drinking water wells and worked with several technologies including GW/NAPL recovery, soil vapor extraction, air sparging, dual-phase extraction, diffusion, and reinjection.

Experienced with Texas hydrocarbon sites and solid experience in the history and evolution of TCEQ and TRRP regulations, including successful application of TRRP 32 and 33 for closure of LNAPL impacted and dissolved-phase impact sites. Conducted remediation and risk assessment work on retail fuel stations, bulk terminals, pipeline facilities, refineries, and a chemical plant. In addition to Texas, worked projects and interfaced with local and regional regulators in other states, including Louisiana, California, Tennessee, and Colorado.

Applied conservative techniques and sound engineering principals to all system designs. Applied design factors such as mass removal and effective (i.e. aggressive) radius-of-influence, which were favored to maximize efficient operations and minimize clean-up durations.

Planned and conducted recent IH monitoring for potential hydrocarbon emissions impacts from an oil storage terminal located adjacent to a residential area. The IH work included monitoring for hydrogen sulfide, coal tar, and polycyclic-aromatic hydrocarbons.

Compliance Services

Managed, scheduled and conducted compliance audits at 20 facilities for a large food distributor. Audits included PSM review of ammonia refrigeration systems and environmental review of hydrofluorocarbon refrigeration and cooling systems (greenhouse gases, ozone depletion, etc.). Additional review included fuel tanks and spills, waste management, storm and wastewater, and emergency response programs. Also conducted audits at a number of recycling facilities and a pipeline pumping station.

Prepared SPCC plans and updates for several facilities including food distribution centers and Port of Houston facilities. Prepared stormwater plan updates for a metal fabrication facility.

Managed the review and update of health and safety programs for a new food distribution facility. Prepared a comprehensive lockout/tagout (LO/TO) program with over 50 machine-specific LO/TO procedures. Reviewed and edited programs for PPE, hearing conservation, fall protection, respiratory protection, fire prevention, driver cargo, and powered industrial equipment (PIE).

Industrial Hygiene / Safety Assessments

Managed personnel and overall operations of an office in Corpus Christi, Texas, providing industrial hygiene (IH) services including site safety management, materials surveys, air monitoring, and abatement planning for a variety of pollutants including asbestos-containing materials (ACMs), mercury, lead, petroleum products, and sandblasting waste (metals, dust).

Successfully managed supervision, scheduling, and plan preparation of AHERA surveys for ACMs in a 60-facility school district in South Texas. Coordinated surveys and prepared asbestos management plans for 12 U.S. Army Reserve Centers in the State of Arkansas.

Developed a comprehensive hazard-monitoring plan for a project, which included the outdoor removal of paint containing lead and chromium via sandblasting. The plan was submitted and approved by the Texas Air Control Board (currently TCEQ Air Quality Division), included OSHA monitoring of workers and IH monitoring of ambient areas (fenceline of a neighborhood area adjoining the sandblasting activities).
