Department of Defense, Defense Logistics Agency -Common Food Management System (DOD DLA CFMS) DLA CIV Information Operations- Data Migration Team- Nutrition and Food Service expert and analyst along with “Critical Thinker” stationed at DLA Troop Support Philadelphia PA

CFMS are a Global integration and consolidation of Armed Forces Food Service Databases at an Enterprise Level to comply with DOD and Federal Executive orders and mandate for a Class I subsistence Supply Chain.

Tasked with:

• Facilitation of processes and elimination of backlog; resolution of logistical problems in the sorting and writing of critical information for global troop support for all armed forces and affiliates.

• Through operational expertise, brought clarity to defined goals and created more effective processes by focusing resources and improved use of teams. Analyzed and interpreted subjective information in order to conform it to limitations expressed in data base structure and Federal Regulations to Standard Armed forces Food Service specifications.

• Analyzed systems and project plans along with Government and Contract goals –creating revisions and solutions to bridge gap between expected and actual- utilizing GAP and other Project Management tools.

• Analyzed and amended over 2000 USMC documents and 850 new documents for integration into database in preparation for translation into new system.

• Created more than 100 new documents for initial testing phase and consolidated 200+ documents for initial input into live system; designed templates and spreadsheets and additional documents for data input and logical progression of process flow systems for integration into live database.

All Facilities contracted were on Federal Watch List for Multiple Federal Violations with immediate loss of CMS Medicare and Medicaid Funding and closure – Compliance expected within 90 day for inspection finding.

Healthcare consulting services for Federal and State Survey Compliance issues recently completed contracts for:

• Good Samaritan in- Most recent contract Devils Lake ND ~ Aug 2010 ~ Sept 2010- Training of New FSD with review of Survey issues and operations and budget reduction in addition to visit during April 12th, 2010 – May 22nd 2010 – Analysis and implementation of recommendations to achieve compliance with State and Federal survey issues with possible remedies imposed pending re-inspection (Passed re-survey with 1 deficiency out of 29 – able to accept new admissions).

• Winfield KS- a two week financial cost analysis of Nutrition services reducing annual budget by ~ $ 40, 000/yr.

• Completed a Federal and State Compliance contract in Artesia MN since early September 2008 – December-2009 for Good Samaritan. Become “Person in Charge” upon medical leave of Administrator- State of New Mexico LNHA- Obtained a Quality Award from the State of New Mexico for Facility compliance and operational improvement

• Provided Client analysis, project plans and milestone for plan doc correction using GAP and other matrix/analysis tools

• Prior contract for Good Samaritan SNF in Lodi WI May-Aug 2008. Specialty – operations management and cost reduction, and team building. Deficiency free surveys in specific departments. Improvement in overall survey results (three of the building were under federal watch list review) along with reduction in operating costs, reduction of turnover and compliance with policy and procedures of company.

Facilitated Culture Change to new delivery model:

• Manages, maintains, and evaluates the Center Labor Management Process, Controls Nursing Department Labor Spend using GenSTAR Scheduling and Timekeeping software.

• Orients new employees to Labor Management Policy. Reconciles Nursing timecard daily, weekly and process time cards for payroll bi-weekly.
