NYS Office of Mental Health (OMH) Data Quality Analyst, prepared a Data Analyst Guide for use by OMH Staff (scientists, managers, data analysts) into the OMH CAIRS Applications.
The development of the Data Analyst Guide was designed to help answer these questions:
How to locate and identify the data needed to answer an OMH research issue/problem,
How to use common SQL methods to ensure data accuracy,
How to evaluate the resulting data extract.
The Guide brought together into one document the knowledge, experiences and insights into CAIRS data of other analysts and developers. The Guide is also a handy refresher document that can be used to avoid common SQL coding errors such as: using NULL values within aggregations, ensuring correct coding for divide by zero logic, etc.
Consultant/Project Management
TEKSystems (Key Bank/NYS DOH/DON/BITS), Albany, NY, February 2006 –October 2008
Working directly with WIC Program end users, analysts, and team members to develop technical solutions based on NYS and USDA interim rules for WIC Vendor Cost Containment to fulfill Congressional mandated cost neutrality requirements. Other initiatives were the automation of monthly/quarterly 50% Vendor processing, the annual USDA TIPS Report and NYS cost containment projects such as automating the rejected check approval procedures. During the course of the contract reviewed and evaluated replacement applications for the current PowerBuilder/Sybase application such as Spirit, specifically focused on back-end processing requirements.
Responsibilities included development of current state/future state analysis, solution design, design prototyping, functional specification development, solution development, debugging and documentation. Including the development and execution of test plans, test cases and specifications which included UAT, WIC Program acceptance and regression testing between the Key Bank (banking vendor) processes and the WIC Program. Based on contract terms provided RPF and/or proposal documents for suggested solutions, the coordination of application support for developed solution, problem research, analysis, and resolution for the solution between Key Bank, the WIC Program and the USDA Boston office.
To maintain quick responsiveness the Agile process was used for component sub projects, the overall project guidance used the NYS Project Management Guidebook (Waterfall method). As a senior level consultant provided guidance and training to less experienced developers, analysts and end users, including guidance and training of Agile/Scrum methodologies to staff not familiar with the process.
Software development for all statewide Department of Health/Department of Nutrition projects were created within a PowerBuilder development platform using Frameworks, Tree Views, Triggers and Stored Procedures on a Sybase platform. Serena ChangeMan (PVCS/Merant) was used to perform the change management, configuration management, and release management functions for software applications and systems to ensure the safe promotion of objects. Erwin. Visio, MS Word, PowerPoint, Publisher and Adobe were used to develop documentation, training materials, tutorials and user guides.
The resulting NYS and WIC Vendor Cost Containment applications that were designed, developed and deployed over the contract length have a documented annual savings of over $1.5 Million for the NYS WIC Program in addition to labor and staffing savings.
IT Manager/Sr. Program Manager
Krumme, Krumme and Associates, LLC, Fairbury, NE, March 2004 – July 2005
Managed the information technology functions for the “front, mid & back office” financial investment organization as well as company wide infrastructure and network administration. Responsibilities included coordinating the efforts with the development of resources, “front, mid & back office” systems design and programming activities, network planning, telecommunications, database management, security and computer operations. Directly and/or indirectly, lead systems planning and systems integration efforts between the vendor offerings and recommended objectives, policies and plans to the firm’s senior management as well as maintained a hands-on approach with the development efforts. Worked closely with other areas of the firm to improve efficiency, effectiveness, productivity and/or control.
Designed, implemented and released the aggregation of client financial statements using Morningstar, CashEdge, Albridge/StatementOne, Mercury and other vendor on-line applications, posting the resulting data into the corporate database. The database also was customized and integrated with the Goldmine CRM offering and PowerBuilder or Crystal Reports reports.
Network and computer system design and secured implementation for the Nebraska main office and remote secured access for the Kansas satellite offices. Including the design and implementation of network security, firewalls, routers, virus protection and data recovery process and procedures. This work included Sarbanes-Oxley compliance for security and data retention.
Phone system design and implementation for Nebraska main office and Kansas satellite offices.
Designed and implemented the corporate website and document management system using HTML, XHTML, CSS, JavaScript, XML, PHP and FrontPage. Validated compliance to Section 508, WAI and SEC guidelines.
Director IT/Program Manager
Pacific Team Bancorp Funding, Seattle, WA, July 2002 – October 2003
Accountable for directing the information and data integrity of the startup mortgage firm and its “front, mid and back office” groups and for all IT functions. Creating all data center, technical service center, production scheduling, help desk, communication networks (voice and data), computer program development, and computer system operations. Responsible for maintaining the integrity of all electronic and optical books and records of the firm.
Acquired and reviewed or custom developed all computerized and manual systems; information processing equipment and software for acquisition, storage and retrieval; and the definition of the strategic direction of all information processing and communication systems and operations. Provided the overall management and definition of all computer and communication activities including responsibility for providing a leadership role in the day-to-day operations of the IT functions as well as providing direction for growth.
Projects demanded quick responsiveness to the ever changing mortgage markets therefore the use of an Agile/Scrum project management methodology was implemented. The changing aspects of the mortgage business also demanded the negotiation of resource availability from other areas of the firm to allow for on-time delivery of projects. At times took a hands-on development role to ensure delivery of projects. Tools used MS Word, MS Access, MS PowerPoint, MS Project, and Calyx selecting and integrating to the corporate databases with vendor offerings such as Fannie Mae, Freddie Mac and partner lenders.

Senior Project Manager
Electronic Data Systems (EDS/Xerox, SBU, XGAF), Rochester, NY, October 1997 – May 2000
Challenged to provide Project Management, DBA, development and production support for the Oracle Financial Analyzer (OFA) (Oracle OLAP) application used by the Xerox/XBS Division to report and analyzes over $4 Billion of revenue and expense information for over 500 copy centers. The technology was "thin" client-server, COTS, web enabled on Unix and Windows (NT, 95/8) servers, languages used were OE, UNIX shell scripts and Perl. Managed day-to-day activities and directed two system engineers. Annual Project contract was $555,000; upgrade projects totaled $3.2 Million.
Managed Projects by applying formal project management methodologies and team leader for the critical production version of the OLAP application. Used MS Project, PowerPoint, Visual SourceSafe and Visio in the PM role as well as the corporate change management tool Serena ChangeMan (PVCS/Merant). Used and adopted Agile methodologies for use within the overall PMO project management structure.
Key member of the Xerox customer’s P&L Management and Field Reconfiguration teams. Member of the EDS PMO Change Management Team. Performed under direction of the PMO Change Management Team the change management functions for global distribution of software and support documents.
Followed Capability Maturity Model (CMM)/Software Engineering Institute (SEI) principals and processes. Accomplished full software life cycle and international standard practice status; the team was certified at CMM Level 3 and working toward Level 4.
As reported by the Xerox customer to EDS management the teams’ contributions drove the customer’s bottom line by 10%, a division wide impact of nearly $400 Million resulting from a $500,000 initial project investment.
Designed, created and implemented troubleshooting and application knowledge bases for help desk and other local support. Created all technical documentation and training materials used to train customers, help desk and Level 2/3 support staff.
Designed and implemented an ETL process automation that eliminated manual labor, using UNIX, Perl and OE scripts. Reducing data reporting cycles and preparation time from four days to less than two hours far exceeding the desired corporate goal of one day.
Upon assignment the application was being forced into service due to older technology reaching end of life. Resolved all outstanding pre-production issues making the project a “quality benchmark” within four months.

Developed and managed COTS and customized projects contributing $600,000-$900,000 to annual revenue using formal project management methodologies. Developed global, client server, Windows applications using PowerBuilder, Sun Servers, Oracle with C, UNIX shell scripts and Perl.
Developed automatic Electronic Mail notification to support staff for problem notices (PN) coming from PowerBuilder, PowerDesigner and Oracle Express client applications.
Developed a controlled release mechanism that automatically notified global users about software and documentation releases. Fully controlling the release process ensuring rollback if necessary as well as management status about release success. This process enabled upgrades to over 70 applications during final checks of all Y2K activity reducing downtime by greater than 50%.
Created automatic software distribution processes for release of PowerBuilder applications to clients using Serena ChangeMan (PVCS/Merant). performed change management, configuration management, and
release management functions for global distribution of software applications and systems.
Collaborated in the creation of and continued growth of the PowerBuilder Foundation Class (PFC) that allowed quick response to clients changing business needs.

Lead a 12-person global APL team that completed and certified all Y2K re-engineering in 1998 for over 70 global Xerox applications including Xerox’s Global Integrated Supply Chain applications.
Supported PowerBuilder and Oracle Data Marts which extracted data from GL, Revenue and other sources. Enhanced data extraction, data quality initiatives and reporting which helped the Xerox Customer Education group to properly show revenue growth from $300,000 to over $13 Million within 27 months.
Created trend analysis tools for existing Xerox products enabling Xerox managers to apply those trends to new product training resulting in higher service quality levels during the product’s life cycle.
