Qualifications
I am retired from the Federal Aviation Administration. I have thirty-five
years of aviation and National Airspace System experience. This experience
includes certification as an Air Traffic Tower Controller with the US Army
at the Army Aviation School - Fort Rucker, Alabama; an Air Traffic Level II
Approach Controller, an Air Traffic Enroute Controller, and as a
Pseudo/Remote Pilot Operator (RPO) involved with research and development
at NASA/Ames Research Center. I hold a Commercial Pilot License with an
Instrument rating. I have over twenty years volunteer experience as an
instructor with the U.S. Coast Guard and Coast Guard Auxiliary teaching
Boating Safety to the public and other Coast Guard Courses to Auxiliary
members. I served 2 years as District Commodore in the Coast Guard
Auxiliary which area encompassed Northern California, Nevada and Utah.
This experience has garnered a full understanding of Situational Awareness
and the ability to assess situations as they apply both individually and in
team operations. In addition, I am a certified Hunter Education Program
Instructor with the California Department of Fish and Game.

Served as a training instructor in the classroom and simulation laboratory
for the assigned ATC Facility. I projected a positive and cooperative
attitude with the full support of the national air traffic training
instructional program and facility requirements. I prepared lesson plans,
developed and administered simulated air traffic situations, conducted
remedial, refresher and proficiency training, maintained training records,
prepared proficiency tests, conducted crew briefings as required, provided
outside training to other facilities, conducted Operation Rain Check,

Responsible for ensuring that efficient and effective traffic
management was maintained. Ensured that traffic management
instructions/restrictions were initiated in accordance with established

the impact of heavy flight demands. Assessed the facility's capacity and
projected an acceptable level of traffic. Issued appropriate traffic flow
control restrictions to adjacent facilities, to space, hold, and re-route
aircraft to distribute the flow of traffic and equalize workload among

Maintained a dual rating as a Full Performance Level Approach
Controller in a Level II Facility and as a Full Performance Level Enroute
Controller. As an FPL Controller in the TRACON, provided radar control
services for several hub airports, and satellite airports, and controlled
aircraft arriving, departing, and transiting the facility's airspace.
Operated radar and communication equipment to apply radar separation
standards and vectoring procedures. Detected and adjusted malfunctions and
interference's in the equipment. Issued speed, altitude, and directional
instructions to pilots to keep aircraft properly separated. Provided air
traffic advisory services to pilots including clearances to operate
aircraft, weather, and field conditions, and safety and traffic alerts. As

As a Tower Controller, controlled air traffic at airports and gave
pilots taxiing and takeoff instructions, air traffic clearances, and advice
based on own observations and information from Army Operations, the
National Weather Service, Air Traffic Approach Control (TRACON/ARAC),
flight service stations, pilots, and other sources. Transferred control of
aircraft to the appropriate Air Traffic Facility(s) as the aircraft left
the airspace, and received control of aircraft coming into the airspace.
