Professional Experience:
As a Manager responsible for commissioning, I prepared the commissioning management system (CMS) commissioning plans, turnover packages, and schedules setting the turnover priorities. Ensured operability and safety of a plant before commissioning and after start-up ensured that the units are stabilized in accordance with the design parameters supplied in the Engineering Package.

The export compressor section consists of six trains, each train consisting of a Dresser-Rand D14R6B two stage compressor powered by a Rolls-Royce Trent 60 Turbine and ancillary equipment. The Trent 60 utilizes a combustion system that is two stage in series, lean premix combustion chamber designed for Dry Low Emissions (DLE) to meet the low NOx requirements. Successfully met the Company's availability requirements of 98.5 % within 6 months.

Assigned to manage the operation of two natural gas production and processing trains with a net sales gas production of 2.2 BSCF/day at Ras Laffan. The facility processes the natural gas for compression and transportation by pipeline to the UAE. In addition, the processing trains separate hydrocarbon liquid products as condensate and liquefied petroleum gases (LPGs) for subsequent sale.

Prepared the commissioning management system (CMS) commissioning plans, schedules, handover manuals, strategy and procedures for commissioning an enhanced oil recovery project in Oman for PDO. The facility consists of oil receiving, stabilization, gas compression, gas sweetening and dehydration.

Assigned as commissioning manager for the Georgia Sector of the BTC oil pipeline (capacity 1MM BPD) with the responsibility of commissioning two pumping stations and a 46” x 248 km oil pipeline complete with 26 block valve and check valve stations.

The pumping stations each consist of five dual fired Solar Turbines driving Sulzer MOL Pumps. SCP gas pipeline consisting of three gas facilities with pressure reduction and metering systems. Prepared the overall commissioning plan, commissioning execution plan, coordination procedure, commissioning resource requirements. Project requires coordination with the Azerbaijan and Turkey Sectors in addition to company assigned equipment vendors (control systems and pump/turbine) and project assigned vendors.
Dorood Project (Kharg Island Iran)
Previous project assignment as the commissioning lead for the Dorood Facility Project on Kharg Island, Iran with the responsibility of preparing the overall commissioning plan, commissioning execution plan, and commissioning resources. Assisted with the implementation of the asset certification program ICAPS employed by Total Fina Elf.

Initially hired on a three-month contract to write and update work procedures for a Grass Roots Refinery in Alexandria Egypt. Developed the work procedures for the Crude Unit and Delayed Coker, successfully meeting key “milestone” dates. Contract extended several times for the development of work procedures for the Hydrocracker, Hydrogen Unit, CCR, Hydrotreaters, and Utilities.
Commissioning Manager
Assigned to Technip France for the commissioning of a Millisecond Catalytic Cracker (MSCC) and Gasoline Production Unit (GPU) at the Turkmenbashy Refinery located in Turkmenbashy, Turkmenistan. Responsible for the implementation of the commissioning plan, scheduling and planning of commissioning activities. Coordinated the mechanical and instrumentation checkout and verification as well as activities between client, project sponsors, and related engineering departments. Contract assignment to Reliance Refinery in Jamnagar, India providing classroom training to engineers and first line supervisors in “Train-the-Trainer,” and classroom training to new operators in “Plant Fundamentals.” Tools used to train control room operators and field operators in the crude unit includes an Autodynamic Simulator.

• Commissioned and started a 1.2 MMSCFD Gas Plant located at Fimkassar, Pakistan. Facility is owned and operated by the Oil & Gas Development Corporation and consists of Pipeline/Gathering Station, Compressor stations, Glycol Dehydration, Cryogenic Unit, De-Ethanizer and Depropanizer.
• Appointed to take over the Project Management responsibilities for the construction phase of a 450 MMSCFD Gas Plant located in the UCH Gas Field of Baluchistan, Pakistan, a $550 Million project that was 6 months behind schedule. Using a local multi-discipline work force of 700 personnel successfully completed the construction of the plant one week before the new scheduled deadline. Project responsibilities included planning, scheduling, contract negotiation with sub-contractors and National Government Agencies. Also responsible for project cost control. Ensured that construction met client’s requirements and ASME, AWS, API standards. The facility consists of two MDEA H2S trains, three Glycol Dehydration trains, ancillary equipment, three gas turbine /generator sets, each producing 600 mW, steam generation LP and MP steam, nitrogen generation, water treatment and waste water treatment plants. The construction of the H2S Plant was for Gregory & Cook.
• After successfully completing the construction phase, led a team of 5 Pakistani engineers and 20 start-up specialists in the commissioning and start-up of the Gas Plant. As a time saving measure, some pre-commissioning activities such as a part of the mechanical and instrumentation checkout and verification were done in parallel with the construction phase. Coordinated activities between client, project sponsors, and related engineering departments. Completed the performance test and sign-off of the plant.

Directed a multi-national work force in the pre-commissioning, commissioning and start-up activities for a 700.000 MT/A MTBE Complex. The complex consists of an UOP Isomerization Unit, Snamprogetti Fluidized Bed Isobutane Dehydrogenation Unit and a CDTech Synthesis Unit. Primary area of responsibility was in the Dehydrogenation Unit. Additional responsibilities include the training of the Saudi National work force. Training involved the use of Autodynamic Simulator.
