EMERGENCY PREPAREDNESS OPERATIONS and management contractor for the federal government’s crude oil reserve, SPR sites in LA and TX. Prepared and monitor $1.5M - $2M EM annual budgets. Evaluate daily threats and direct the planning, implementation, and evaluation of the Regulatory, Safety and Security department's operating plans including the staffing and financial requirements contained in the department’s budget and the coordination of their programs with other departments. Full range of crisis situations including natural disasters, terrorist attacks, civil disorder and technological disasters. Assigned as Planning Section Chief in Incident Command System. Travel extensively. Hired as Emergency Management Planner; promoted to Emergency Preparedness Manager in June 2007. Comprehensive knowledge of emergency statutes, executive orders and the National Response Framework.

DEVELOP, EVALUATE, TEST AND EXERCISE EFFECTIVE EMERGENCY RESPONSE PLANS for various contingencies. Identify functions critical to operations and recovery. Account for emergency financial systems, data needed for decision-making, and systems needed for supplies and other resources. Maintain contact lists for critical business functions, first responders and top level leadership. Devise and execute occupant emergency plans, evacuation and shelter-in-place drills. Specify and stock emergency supply kits. Develop plans for access to various systems and resources in event facilities are not available post-disaster. Define crisis management procedures and individual responsibilities including for AED/CPR volunteer responders. Review plans annually and adapt based on evolving needs.

SUPERVISE AND DIRECT A STAFF OF 10 in planning and evaluating emergency exercise processes and continuity of operations; as well as testing and training activities of 100 response and recovery personnel at various sites to ensure readiness for COOP execution and other response. Reviewed, updated and wrote policies and procedures for the SPR in the EMPIP (Emergency Management Policy and Implementing Procedures); vulnerability and risk assessments and mitigation procedures to stymie events on the SPR.

LEAD SPEAKER/LIAISON before diverse audiences in diverse conditions; provide subject matter expertise at technical, professional, and management meetings, conferences, and workshops. Serves as a member of committees, teams and tasks forces, as requested, to assist in the coordination of operational, regulatory and security activities. Present lessons learned from past exercises. Responsible for conducting and coordinating departmental legislative liaison activities, including: developing departmental legislative proposals; tracking, analyzing, and coordinating departmental response to private industry, local, state and federal public health and environmental legislative and regulatory initiatives. Supervise emergency response team fire academies; ensure training is in accordance with stated policies and procedures. Serve as a member of the emergency management executive team; actively participate in SPR- wide strategic planning and implementation activities.

DEVELOPED, WROTE, DIRECTED, EVALUATED AND TESTED SPR SITE IN A FULL FUNCTIONAL EXERCISE: in accordance with National Preparedness (OPA ’90) guidelines and NIMS; had 20 responding agencies from Federal, State and local governments, all working together in a Unified Command. Design, develop, conduct and evaluate all types of exercises. Develop, modify and manage the implementation of EM plans, policies and programs and ensure full integration with Federal, State and local government and commercial entities. Analyze trends; develop scenarios, plans, testing and exercises. Make determinations on policy and requirements issues. Incorporate process engineering data into site responses. Develop and maintain corporate manuals on oil spill response, emergency response, and other safety, security, and environmental issues. Comprehensive knowledge of hazardous materials laws and regulations. Developed, wrote, evaluated and tested the SPR in a Hurricane Exercise (functional and table top); prepared After Action Report and tracked all deficiencies to correctable conclusion. Conduct and evaluate the results of industrial hygiene surveys, periodic safety and environmental audits and internal reviews, and emergency response drills. Prepare, write and evaluate site specific Emergency Response Procedures.

PERFORM TECHNICAL EVALUATIONS, inspections, assessments and audits on plans, training and materials. Judge adequacy of procedures, control, methods, designs and actions to protect employees, property, the public and the environment. Evaluate company practices for compliance with federal and state security regulations and recommend changes to policies or procedures where variances are identified. Develop emergency response plans for each facility and operation including the supporting documentation. Develop and monitored data trend analysis program to isolate weaknesses and reinforce strengths.

KEY ACCOMPLISHMENTS:

 Successful performance (recognized by DOE) as Emergency Manager for EOC during Hurricanes Gustav and Ike. For the first time in SPR history, all sites were affected by hurricanes in a single season.

 Post Hurricanes Ike, despite three of four sites being severely impacted by disaster, maintained continuity of operations for oil drawdown when oil companies could not drill in the Gulf of Mexico. Simultaneously maintained COOP while managing activities to repair storm damage and recover facilities.

 Post Hurricanes Ike and Gustav, worked with Incident Command Center to invoke Memorandums of Understanding with local governments and industry to assist the SPR in site re-entry. Also invoked Basic Ordering Agreements with emergency electrical companies to assist in energizing the site; as well as with private industry response organizations to remain on standby with equipment and supply to augment resources in the event of high demand.

 Identified and implemented a Training Plan for employers and DM employees for all incident command structure (ICS), Emergency Management Team and Emergency Response Team positions; developed educational and training materials; made presentations.

 Performed and led multi-agency / multi-level government exercises (functional and table top) in accordance with EPA and Coast Guard mandated by Oil Pollution Act of 1990. Simulated worst-case oil spill created by terrorism event at the 4 SPR sites.

 Integral team member in maintaining OSHA Voluntary Protection Program (VPP) status at SPR sites. Implement Process Safety Management (PSM) Elements into Emergency Preparedness Program and Emergency Response Procedures.
