PAYROLL PROJECT MANAGER January 2009 – June 2011

DC Government, OCFO, Office of Pay & Retirement Services

* Responsible for conducting complex management projects and assignments related to the planning, administration and execution of the Office of Pay and Retirement Services (OPRS). OPRS’s $150M monthly payroll included the processing of over 35K employees using six separate bi-weekly and semi-monthly payrolls covering 100 District of Columbia Agencies

* Worked daily with the Office of the Chief Technology Officer (OCTO) PeopleSoft Support Team to make system configuration and data changes related to Payroll and/or Time & Labor.

* Worked directly with OCTO, professional contractors and consultants in the transition and conversion of DC Public School’s 8,000 employees from its legacy system to the PeopleSoft Time and Labor and Payroll Systems.

* Served as Payroll Project Manager in the PeopleSoft version 8.8 to 9.0 upgrade of the Payroll and Time & Labor Modules. Coordinated development and testing efforts between functional, technical and user groups. Managed issue tracking and creating project documentation. Performed functional, parallel and user acceptance testing and managed in-house and agency level training.

* Successfully coordinated the retro-active payment of over 4,000 Washington Teacher’s Union members for pay covering 3 years, originally paid using the legacy payroll systems.

* Developed an extensive list of ad-hoc and scheduled PeopleSoft Queries for each Agency’s Quality Assurance Liaison, providing each agency the ability to extract the information needed for management decisions and internal auditing measures.

* Managed OPRS’s Website used for communicating payroll related issues, adding/updating pay schedules/timelines, business processes and training materials.

* Responsible for adhering to data request related to employees, their job information, earnings, deductions, taxes and/or benefits. The corresponding requests where from internal agency management personnel, district agencies, 3rd party vendors, auditors and public requests submitted under the Freedom of Information Act.
