Raytheon Canada Limited 2010 – 2012

Contracts Manager –Manager of complicated, sophisticated and extensive contract requirements of the Corporation. Deputy Manager of the Contracts function and Associate Member of the Lead-Team. Advised and recommended to Executive Management all regulatory compliance and contractual matters for major contracts and was the key liaison throughout the different elements of the organization for implementation. Responsible for lead negotiations of complex National and International Contracts. Key functions include drafting and tailoring terms and conditions, risk mitigation, negotiation, earned value management, information systems, intellectual property and patent management. Travelled to Oman, Montenegro and the United Kingdom to negotiate major systems contracts with outstanding results for the Corporation.

Allen-Vanguard Corporation 2007 – 2010

Director, Contracts Administration – Direct all activity related to contracts. Responsible for the development and implementation of the policies and procedures that efficiently and effectively handled the complicated, sophisticated and extensive contract requirements of the Corporation. Managed, supervised and provided leadership to a group of eight administrators and managers for contracts, export and regulatory compliance globally. Advised and recommended to Executive Management, including the Board of Directors, all regulatory compliance and contractual matters. Responsible for Corporate Contracts in excess of $660 Million annually.

Enidine Incorporated (Now ITT Corporation) 2002 – 2007

Defense Sales/Contracts Manager - Responsible for management of all corporate, government and commercial aviation contracts both nationally and internationally. Was the Customer Service Manager which supervised the Customer Service & Order Entry Departments for all defense and international defense programs. Annual contracts management was $28 Million and had tripled in growth since the beginning of employment.

Duties included conducting contract reviews and flow-down of information for contractual requirements to manufacturing engineering, production engineering, quality, inspection & testing, production, purchasing, planning and sales. Provide direction and ensure company is compliant with contract law, regulatory and quality requirements. Developed all proposals and quotations and negotiated all government contracts, subcontracts and information system support agreements.

Received extensive training and was instrumental in the Corporation’s transition to the Oracle Manufacturing System. A seamless transition occurred over several months.

Responsible for the accountability and tracking of government and customer furnished property both on & offsite location and maintaining a government approved property accounting system.

Developed and implemented the corporations standard operating procedures for contract review, government and customer furnished property, order entry and file maintenance of government and commercial contracts.

Responsible for maintaining the government accounting and auditing systems and responsible for hosting audits by the Government and other agencies.

IT Corporation (Now the Shaw Group) 2001 – 2002

Sr. Subcontracts Administrator – Responsible for the administration of construction, transportation, services and material subcontracts and purchase orders in excess of $330,000,000 for the Corporation’s clients. Authorized procurement agent with sole obligation authority of $500,000. Supervised a team of four managers and administrators.

Through negotiations and reconcilliation of open subcontracts, saved the corporation and the government $470,700 in a six-month time frame. This was accomplished by lease versus purchase, outsourcing and removing duplication of requirements.

Responsible for providing incoming training to project business administrators and program managers for the all-electronic paperless procurement system.

Travel to various satellite offices providing support without incident while valuable members were out of the office. Manager of the Emergency Response Contracts for the September 11, 2001 crises for biological clean-up. This included the New Jersey Post Offices and Senator Daschle’s Office that contained Anthrax contamination.

Clearwire Technologies, Inc. 2000 – 2001

Sr. Buyer/Planner for Clearwire Technologies, Inc. (CTI) – Responsible for CTI’s outsourced production of wireless antennas, negotiating contracts and supplier agreements and forecasting future requirements for the Corporation. Save the Corporation and estimated $550,000 by negotiating an integrated antenna from a non-integrated version. Lead a team of three employees in the Department.

Syracuse Research Corporation 1999 – 2000

While working at Syracuse Research Corporation (SRC) as a Contracts Administrator, performed contract administration for contracts, subcontracts, teaming agreements, non-disclosure agreements and purchase orders in excess of $150 million. Duties included preparing detailed cost proposals and administering through all phases to contract close-out. Worked directly with accounting to ensure all necessary transactions occurred in a timely manner. Fluent use of all Federal Acquisition Regulations (FAR).

An instrumental player for the first-ever awarded General Services Administration Contract for the SRC Environmental Sciences Center. This contract provided a vehicle for all Federal Agencies to procure services without the lengthy solicitation and negotiation process.

United States Air Force 1989 – 1999

Contracting Officer/Team Leader - Supervised the Electronic Data Interchange Team while assigned to McGuire AFB, New Jersey. The team was responsible for all purchasing/contracts requirements for McGuire through an electronic medium. The process included receiving the request from the end-user, posting the request, receiving the bids and making a best value determination.

Provided training to all incoming personnel to McGuire Air Force Base on purchasing policies and procedures. Lead Contracts Manager of electronic systems and computer software.

As a member of the Civil Engineering Flight, administered architectural and engineering, construction and service contracts while strictly adhering to Federal and Defense Acquisition Regulations (FAR and DFAR).

Additionally, Was the Unit Deployment Manager (UDM) for the 305th Contracting Squadron, supervising 26 team members on a 24/7 basis for deployment to crisis’s across the world. Other responsibilities included maintaining mobility files and up-to-date records on these individuals preparing them for deployment at a moment’s notice during times of contingency. While UDM, maintained a 100% on time response for deployed personnel, a 305th Contracting Squadron first.
