DEVELOPMENT MANAGER (2 / 06 – 12 / 08)
American Property Development, Inc. (APD) ~ Sacramento, CA
Reporting to the Regional Development Manager and Operations Manager,
spearheaded the processes of identifying property for prospective
residential and commercial projects, recommending them to the company
owner, and marketing them to investors and bankers. Co-developed scope
of projects and project plans, developed and managed budgets,
established key project timelines, and drove processes to meet all
scheduling and budgetary goals. Selected design teams, including
Architects, Civil Engineers, and Design Consultants and participated in
the value engineering process. Served as liaison between Architects and
the Construction Management Department. Obtained all permits and
approvals, including EIR approval from relevant city and county
agencies. Prepared pre-development analyses, including demographic
profiles, site selection studies, and highest and best use analyses for
project sites and conducted project design presentations for APD’s
executive team. Prepared business plan, development code, and design
guideline reports. Facilitated citizen group meetings and conducted
presentations at Planning Commission and City Council meetings. Managed
day-to-day activities of two Assistant Development Managers and an
Office Manager; established quarterly goals, delegated assignments, and
held them accountable for their performance. Scrutinized expenses,
approved invoices, signed off on paychecks, and managed vendor
relationships for office inventory.
* Saved the owner over $500K by negotiating lower development fees with
government agencies.
* Revamped the budget development process to eliminate the $2M - $3M
per project cost overruns of my predecessor. Accurately estimating
jobs ensured that projects came in on budget and saved the company
over $250K in additional loan fees my first year.
* Eliminated the practice of using out-of-state consultants, bolstering
relationships with California government officials and slashing costs
$150K per project.
* Identified applicable tax credits that saved over $800K in 2008
taxes.
* Instituted the use of professional, eye-appealing, user-friendly
Phase Books to market development projects to investors and bankers.
Designed the layout, composed content, developed graphics, and
produced the 30 – 45 page books in-house. Used these publications to
promote APD at National Association of Realtors conferences.
Recognized for their success, these Phase Books have been adopted as
Best Practices company-wide.
* Identified that document management efficiency was substantially
impeded by an antiquated and unstructured manual filing system.
Conceived and developed a company-wide Direct Management System, in
which all files were converted to electronic documents, displayed in
an Excel file, and organized by project. Increased productivity and
saved shipping and storage costs.
* Mapped out my own vacant land inventory, saving over $1M in Realtor
and Broker commission fees.
* Monitored on-site construction, ensuring projects were on time and
consistent with project specifications to maximize profits.
* Modified development schedules as necessary to maximize productivity
and minimize labor costs.
* Conducted weekly meetings with Construction Managers, Site
Superintendents, and their assistants throughout construction.
* Facilitated RFIs and change orders with pertinent consultants and
obtained necessary approvals.
* Walked final projects with inspectors. Secured Certificates of
Occupancy and worked with surveyors and the design team on easement-
related documents and as-builts.

Coordinated efforts for four ownership groups for a $40M developed,
208-unit multi-family apartment complex. Resolved a zoning issue
with the consultant who developed the neighborhood master plan and
arranged for him to represent APD in a City Council meeting to
obtain project approval.
