• Performed consulting and project management services for organizations including Allegheny Technologies, Vanguard CGI-AMS, City of Pittsburgh (Integress – Bull HN), municipal and county governments, U. S. Technologies, and EDS.

• Activities included administration of defined benefit and pension plans resulting from complex union arrangements, payroll applications, software implementation/release upgrades, team leader, tax applications/filing, licensing and city parking administration, policy/procedure documentation, corporate level systemic relief structures, client training and liaison activities.

Allegheny Teledyne (Allegheny Ludlum Steel) 2/59 – 1/99

• MIS Associate, Senior Systems Analyst, Programmer/Analyst, Programmer “A”, Data Control, Computer Operations

Responsibilities: Design, implementation, and support of systems for:

• HRIS: Hourly Personnel. Weekly and bi-weekly payrolls for several thousand employees located in multiple locations in several states. Systems consisted of time collection and reconciliation, complete hours-to-gross automated procedures in a complex union environment, gross-to-net processing (including payroll taxes processes), labor distribution, general ledger interfaces, and reconciliation. Systems to process Sickness and Accident benefits and supplemental unemployment benefit payments (SUB). Numerous bonus calculation processes (quarterly, annual, profit sharing, signing bonus, safety show allowance bonus, etc.) Systems to calculate nearly one thousand incentive plan performances (by shift, day, week, month, quarter) ad dictated by various labor agreements. Union dues calculations and 401k interfaces with various record keepers in accordance with respective labor contracts. Gross-to-net processing also contained steps to accommodate delinquent tax deductions, QDRO, and bonus deferrals. Payroll tax procedures also incorporated reporting for 941 and local tax deductions as well as W-2 generation.

• Salary Personnel. Time collection of fringe and shift hours. Salary payroll check generation, check reconciliation, annual budgeting, general ledger interfaces, labor distribution, bonus payment generation, 401k record keeper interfaces. Additional system to accommodate long-term disability payroll.

• Pension. Systems that interfaced with each respective payroll to accumulate pensionable earnings in accordance with the dictates of numerous pension plans and reporting of pensionable earnings by individual or on a plan basis. Systems to assist with individual pension calculations as well as entire pension payrolls for all employee groups. Assembly of data for the purpose of performing annual pension actuarial evaluations.

• Human Resources. Systems to perform 401k discrimination/compliance testing and forecasting. Systems to administrate 125/129 FSA plan benefits and payments. Processes for service awards, EEO/Affirmative Action, OSHA, COBRA administration, insurance administration, and open enrollments. Developed several processes to monitor medical payment eligibility in a self-insured environment.

• Labor Relations/Personnel. Reporting processes to monitor and control various negotiated issues unique to each plant/facility. Assisted with projecting cost of various labor agreement provisions prior to settlement. Documented various provisions negotiated into labor agreements. Project management role usually followed relevant to organization-wide coordination and implementation. Impacted areas were usually accounting, payroll, treasury, labor relations, personnel, safety/risk, and information technology. This diverse systems development background enables me to quickly envision the depth and scope of negotiated changes. It further provides me with the ability to directly proceed with total implementation without further direction.

• Industrial Engineering. Systems to monitor and track incentive performances, systems to assist with labor negotiations, and systems to monitor day and shift workforce utilization by specific function. Also, systems to report production to maintenance hours ratios by various frequencies i.e., daily, weekly, monthly, annual.

• Accounting. Unusual and complex systems for labor distribution. Also, systems and processes to accommodate direct deposit, accounts payable, accounts receivable, purchasing, fixed assets, costing on an hours-per-ton basis, and capital appropriation expenditure monitoring. Administrative systems for stockholder records.

• Manufacturing/Production. Vacation scheduling and overtime control reporting.

• Maintenance. Maintenance cost system. Trade/craft apprenticeship hours worked control system.

• Safety/Risk. System to interface Workers’ Compensation payments, by applicable state and local agreement, into various payroll and benefit plans. System to assist with monthly OSHA reporting of lost time hours. Preparation of annual hearing test forms and reporting. A system, as required by each state, to report hours/earnings information to third party processors of Workers’ Compensation payments.

• Other. Developed interfaces to pass pay period data into Empagio (Tesseract) as well as reverse interfaces back into various legacy systems and processes. A member of software vendor evaluation and selection team. Systems to report on sales statistics. Served as advisor during labor negotiations

Accomplishments:

• The development of flexible systems that have withstood the test of time, accommodated initial and ongoing user requirement changes, and enabled workforce reductions.

• Systems developmental stages included all necessary research to establish functional/business requirements and final objectives as well as detailed system construction.

• System construction activities consisted of identifying required data elements (source, accessibility, integrity evaluation, and timing), data flow processes, management presentation, detail program specifications, and project management.

• Project management duties included overseeing programmer activities, managing and coordinating progress schedules, review test results, insuring user satisfaction, complete system documentation, user sign-off, project budget control, and migration into scheduled computer operations production environment. Project management also included guiding the activities of one or more programming staffs, analysts, senior analysts, supervisory personnel, and user groups. Projects involved development of numerous new systems and other activities such as conversions from one system to another, migrating from one operating platform to another, infusing new subsidiary groups into the entirety of HRIS, re-systemization of various HRIS processes, and major changes resulting from negotiated settlements in labor agreements.
