As State Superintendent my position is primarily responsible for the supervision and detailed coordination, and work direction of structural, ground maintenance, roads, sidewalks, water, sewage, plumbing, structural, heating, air conditioning, electrical, along with preparing contracts, preventive and predictive maintenance contracts, supervise and manage construction projects, duct cleaning projects, custodial service, maintain food service equipments. Also as controlling officer of State purchases for necessary supplies and equipments coordinates training programs and completes special projects or additional duties as required by State and Federal Governments. This supervision includes establishing and implementing long-range operation, project planning and maintenance programs with emphasis on preventive maintenance program; these duties are performed independently with minimal supervision. Other responsibilities include oil water separators, fire sprinkler/detection systems, AFFF fire suppression systems, fuel consumptions, and energy reports. Responsible for planning, management and implementation of facility Master Keying System, with the issuing and inventory of keys and the assignment of security access levels.
Further responsibility deals with the planning directing, and coordination of the total maintenance program to ensure the sustained reliabilities of the facility. This maintenance program includes planning and supervising the construction and equipment installation, maintenance, repair and operation of all infrastructures to include utility systems, roads and payments, maintenance and repair of all buildings. This position also requires a working knowledge of state and federal building codes and fire and safety codes. In addition the State Superintendent is also certified as a pesticide applicator for industrial, institutional, structural and health related pest control.
These tasks are assigned through work order prioritization, planning and decision process to effectively utilize state maintenance personnel and /or outside contractors to accomplish work requirements.
The State Superintendent performs engineering evaluations to determine requirements and solution for maintenance, research information, repair, alteration, modifications, prepares bid packages, reviews proposals, awards services, and oversees construction projects. Once plans have been finalized to accomplish these tasks, work is assigned, monitored and evaluated for conformance and specifications and to ensure efficient use of labor and materials to meet schedules and time lines.
State Superintendents are responsible for the preparation of statements of work performed by contractors and will ensure work is performed in compliance with contract provisions and that costs remain within budgetary constraints. State Superintendent is also responsible for all civil engineering property, state property, base fire department and security police state property.
State Superintendent resolves employee’s problem as they relate to the work site and provide contractual interpretation for items such as scheduling overtime, receives grievances, complaints and conducts investigations by gathering facts through interviews process and recommends salutations. Prepares performance evaluations standards, reports and discusses duties and responsibilities with the employee. Approves and disapproves leave requests, monitors leave use and accruals for all State Employees with established agency guidelines. Working knowledge of union labor agreements, relation, policies, and procedures. Working knowledge of MS Word and Excel spread sheets.
