Resident Engineer for the City of Charlottesville Virginia Annual Water Systems Improvements Project. Perform physical inspections of construction; evaluate construction; track quantities; review and approve contractor’s pay and information requests. Maintain a project diary prepare daily logs.
2000 – 2006 Project Manager
CH2M HILL, Inc., Navarre, Florida
Project Manager for the Santa Rosa County Regional Reclaimed Water Land Application System. This project was a 7.0 MGD reclaimed water disposal system involving three separate utilities systems. The project included a 200 acre rapid infiltration basin system and over 20 miles of forcemain, 2 miles subaqueous, and three reclaimed water pumping stations. The rapid infiltration basins were to be located on the Eglin AFB reservation in a buffer area adjacent to the Eglin bombing ranges.
Lead Engineer responsible for engaging the Eglin AFB Encroachment Committee. Delivered multiple presentations to the Encroachment Committee and multiple stakeholder groups. Prepared the Environmental Assessment to comply with the NEPA requirements for the project. The EA was ultimately approved by the Secretary for the Air Force. Prepared the Environmental Information Document required for the lease of the property. Prepared several white papers in response to the issues raised by the Eglin Environmental Staff.
Prepared the Preliminary Engineering Report and permit application required for the State Wastewater Permit. This included extensive soils and groundwater investigations and modeling of the disposal site. Prepared several white papers in response to effluent nutrient and conductivity issues raised by the Florida DEP staff.
This program also included an $8.0 Million upgrade of the Navarre Beach Wastewater Treatment Facility, a 1.2 MGD barrier oxidation ditch, to a 5-stage advanced wastewater treatment facility. The upgrade included a new clarifier, conversion of the plant’s electrical system from 240 Volts to 480 Volts, a new bio-solids belt press and building, a new electrical building and advance process controls.
Prepared the scopes of work and budgets for multiple task orders associated with this project. Lead multi-discipline engineering teams to deliver the work. Managed project budgets and schedules.
Client Service Manager for five (5) municipal clients in the Florida Panhandle. Managed cumulative revenue budgets of $2 million per year for projects valued up to $24 million consistently with a 51% gross margin.
2006 – 2011 Senior Project Manager
ESG / Constantine Engineering, Inc., Pensacola, Florida
Lead engineer for the permitting of a new 10 MGD, $65 Million, advanced wastewater treatment facility and 200 acre rapid infiltration basin system. This involved groundwater and surface water studies related to the discharge from the facility. Instrumental in overcoming issues related to the potential for nutrient enrichment of adjacent ground and surface waters. The project also included a 2.0 MGD side-stream public access reclaimed water system.
Prepared preliminary design reports for several private wastewater treatment facilities in the Florida Panhandle, Alabama and Georgia. These all included advanced wastewater treatment facilities and public access reuse systems. Prepared the scope of work, budgets, project instructions and managed all task orders for these projects.

Recently completed the investigations, planning, design and bid phase services for a $7.4 million sanitary sewer collection system and pumping station improvements project to eliminate chronic sanitary sewage overflows to the Chesapeake Bay Watershed. Prepared the scope of work and budget. Directed the project team. Prepared the Engineering Report of Investigations, the preliminary and final designs. Managed the budget and schedule for a $1.3 Million task order.
