PROFESSIONAL EXPERIENCE
· Administered HUD Community Development Block Grant. Responsible for making current program that was 3 grant years in arrears. Coordinated projects and programs operated by other departments but funded by CDBG funds. Dealt directly with Federal government (HUD) as an entitlement community. Developed budgets for programs based on available funding and federal regulations for project classifications. Average annual grant $225,000.
· Administered Housing Rehabilitation Program. Developed policies and procedures based on federal and state regulations. Coordinated with Construction Code Official in developing work orders, progress reports and final inspections. Processed applications based on income and approved repairs.
· Administered Affordable Housing Program based on New Jersey state mandates. Reviewed applications, agreements and related documentation for conformity with regulations and guidelines such as required 20% low and moderate income set aside. Processed subsidy payments, reviewed qualification and monitored compliance. Coordinated same with municipal legal staff. Developed and carried out budgeting based Affordable Housing Funds and Affordable Housing Impact fees. Coordinated collection and disbursement of Impact fees.
· Processed New Jersey State Recycling Tonnage Grant for Hillsborough Township. Collected and coordinated data of amounts and types of recyclable materials collected by private contractors for submission to state for grant amount calculation.
· As acting Zoning Officer interpreted zoning ordinances, processed zoning permits, processed complaints and violations. As staff liaison to the Zoning Board of Adjustment processed applications, wrote staff reports, worked directly with Board attorney drafting resolutions of approval/denial, and resolving legal issues relating to zoning and land use.
· Participated in a State mandated Emergency Preparedness Survey which involved research and analysis of sites and activities that potentially posed high risk impact in the event of a disaster. Coordinated this activity with municipal Office of Emergency Management.
