EXPERIENCE:
Over the past 30 years I have I worked on various aircraft to include the following types and models A-4, A-7, F-4, C-130, P-3, H-2, H-53, H-60 A, L, M, R and S Models, CH-47D and F, and KC-135. I was a major part of a multi functional team as a Quality Assurance Specialist at Pemco AeroPlex, Inc. where prototype, first articles, modifications, and maintenance on Air Force KC-135, Air Force C-130, Navy C-130, Coast Guard C-130 and Navy P-3 aircraft were accomplished. I was responsible for oversight of such programs as the KC-135 PDM, autopilot modification, as well as being a team leader on the C-130 PDM, Navy C-130 PDM and the Navy P-3 PDM programs.
As a Quality Assurance Specialist, I provided specific types, intensity and frequency of surveillance activities varying with the process. I independently perform all elements of risk based surveillance of supplier based quality
assurance and processes. I regularly review and analyze contracts and contractual purchase orders, Statement of Work technical item description/data packages, system requirements, schedules, cost control and exhibits using
acquisition, Government and DOD guidance. I meet with Prime and Government leadership/supervision on a daily basis to foster a cooperative relationship and promote a mutual understanding of contractual improvements in
process, quality and overall cost controls. I manage assigned work areas to assure compliance to the requirements of the contract by use of audits, process proofing and analyzing data and customer complaints. I have been responsible
for creating and maintaining databases such as the CAS and the PQDR database. The quality assurance specialist to input data for tracking audits, process proofing, and PQDR data use these databases.
I have attended numerous Program Improvement Working Group Meetings on the KC-135 program. I have gained valuable information about changes, modifications and test that are being preformed on the KC-135 aircraft as well as developing personal contacts. By sharing information with the whole team, we can have a better understanding of the customer’s needs and expectation.
I perform risk assessment and assign risk ratings to quality systems and key processes relying heavily on relevant customer complaints, supplier performance and government data. Currently I am responsible for process proofing for all routine and non-routine documents/work identified. I work with the government quality lead in establishing mandatory Safety of Flight and Flight Critical audit requirements and request change as necessary. I have preformed numerous Preflight Inspections and Final Acceptance Inspections, reviewed and signed Material Inspection and Receiving Reports, DD-250s, for compliance with the contract. I have participated in flight crew briefings prior to and after completion of test flights. Also, I have assisted the flight crew and ferry crew prior to aircraft delivery.
I review and verify work request identified as over and above are actual and correct. Also, I review and verify purchase orders, damage property, handling and storage of government property as outlined in management policies.
In my position, I evaluate and process waivers and deviations to technical orders to the appropriate engineering group for their disposition.
Acting in the capacity of Deficiency Product Report Monitor for the Product Quality Assurance Program, I am responsible for investigating and monitoring customer complaints. Currently, I am heavily involved with investigating, coordinating with the customer and contractor on follow-ups of corrective
actions initiated by the customer as a result of the Deficiency Reporting Program.
Using teaming processes, I coordinate and participate with the DCMA, Boeing, OK/ALC and other government team members creating a professional work environment that will be beneficial in resolving conflicts and process
improvements to comply with contract requirements and customer needs. Recently, I teamed with Boeing and OK/ALC involving major structure repair issues. Using this teaming concept we were able to identify many irregularities between the 3 major Depots. The outcome of the teaming process was beneficial to the government by reducing the numbers of days the aircraft were in depot, with increased savings to the government.
