Summary: I am an engineering professional with more than 25 years of experience envisioning, developing, and managing multidisciplinary-engineered solutions. The many projects that I have managed or participated in have allowed me to develop a strong hardware-software-systems engineering background that now enables me to address a broad range of challenging technical problems. Much of my focus for the last 20 years has been in the development of technically advanced systems that have been used in a wide variety of applications and environments. My software development experience includes the development of device drivers, control applications, network interfaces, thick/thin client graphical user interfaces, Web services/interfaces, and traditional data processing software. I have led development teams and I have participated on development teams as a contributor or subject matter expert.

Additionally, for the last 15 years I have been active in the marketing, development, and deployment of systems and solutions for military, intelligence, and aerospace applications. My experience here has led me to gain a great deal of knowledge and experience marketing to the US Government and the DOD in particular. I am as comfortable describing an envisioned solution in a proposal as I am managing or implementing the solution after contract award. I also believe that I bring the advantage of my broad engineering experience to the business development process.

From a general Systems Engineering perspective I have a great deal of experience working with various military and aerospace vendors developing new products and systems. At times, this has included working with various stakeholders to explore customer problems and envision potentially beneficial products or solutions. I have worked with my customers to solidify new product/solution “notions” and generate high-level product/system concept documentation for distribution, review, and approval. Such documentation has included white papers, conceptual diagrams, system architecture diagrams, PowerPoint presentations, feasibility analysis efforts, performance modeling efforts, and other activities. I have also worked with stakeholders to refine notional product definitions and create appropriately clear and testable system requirements for engineering personnel and subcontractors. My experience also includes the generation of documentation suitable to guide subcontract procurement efforts.

From a Systems Analysis perspective my multidisciplinary engineering experience enables me to understand complex systems employing diverse sets of technologies and analyze them for effectiveness under a variety of operational scenarios. I have reverse engineered legacy systems to understand how to interface with them or to replace such systems during technology refresh efforts. I also have experience in the development of performance models for extremely high throughput network, storage, and data processing systems. I should also mention that I have experience evaluating system vulnerabilities from a Cyber-Security or Anti-Tamper perspective.

From a Systems Development, Integration, and Testing perspective my multidisciplinary engineering experience enables me to understand how various complex system components should work within a complex enterprise system environment. My involvement has included managing/performing system integration work as well as monitoring the work of subcontractors. I also have experience in the specification and development of highly automated (scripted) test methods for subsystems as well as large complex systems consisting of hundreds of heterogeneous networked subsystems.

UNICON; 1987-Present; Consulting practice; I have provided technical, engineering, and scientific support to a wide variety of customers. Some major projects are listed below.

Note to recruiters: At various times during the last few years I have worked multiple contract jobs concurrently. Most of the jobs listed below are C2C contract jobs (my strong preference).

1.DIT/NSWC Crane [2], JAN2015-JUN2016, System/software architect/engineer, software development. I was referred to a local computer system reseller (DIT) to help them understand how to satisfy several aspects of a software development contract that they had recently accepted. The software development contract called for the development of a set of Task-Map/OODA-Loop [3] workflow automation tools and their supporting infrastructure. Upon review I advised DIT/NSWC that the NSWC SOW as written required source-level integration with a 3rd party software product that was found to be unavailable to DIT and the Government. I worked closely with the NSWC KO and COTR for several months to develop an alternate software development plan to satisfy the needs of the COTR while still satisfying the spirit of the original NSWC SOW. I developed the software using Groovy and Java to provide the required tool functionality. This job required reverse engineering the structure of CMAPTOOLS [4] files, generating and manipulating XML, using the Apache POI library [5] to generate and manipulate Excel spreadsheet files, and the generation of user documentation for this product, and providing support to NSWC users. The prototype tool developed is currently being used with success by NSWC users.

2.Lumexis Corporation (LC) [6], Irvine; OCT2012-JUN2016; System/software architect/engineer, vendor management, software development. (This is a continuation of item #7 below) Role-4: I developed complex system management software (Bash/Perl/C++/Java) to support on-aircraft and on-ground systems. I developed and ran formal acceptance test procedures ● Role-5: I developed a new suite of application-level, network-level, system-level, and test software (OOD/C++/STL/Bash) to support the product launch of a new AMINO-based [7] embedded Linux IPTV [8] compatible device for LC’s in-flight streaming-video system. ● Role-6: I developed system schematics, Boeing compliant software-load UI design documentation, system and software-load test procedures, and other documentation to meet Boeing "line fit" production support requirements. ● Role-7: I developed ground-based and aircraft based software to comply with ARIC615A [9] software load requirements that are mandated by Boeing and Airbus. 3.Parker-Hannifin-Control-Systems-Division (PH-CSD), Irvine; JUN2012-OCT2012; Bombardier Aerospace (BA) C-Series [11] Fly-By-Wire (FBW) Flight Control System (FCS) Program; System Engineer (http://www.parker.com)

Due to my experience at RC-EMS I was recruited by a local agency to assist the PH Business Team Leader for the C-Series FCS Program ● Role-1: My first assignment was to utilize my strong hardware-software-systems engineering background to analyze system-level requirements, multiple LRU hardware designs, FPGA firmware designs, software designs, and test requirements to resolve complex pitch/trim issues ● Role-2: In response to a BA request I was asked to track and assign resources to address system-wide Problem Reports (PRs). After identifying and reporting to management several PR-process problem areas on 20AUG I was appointed to the new role of "PR-CZAR". In the PR-CZAR role I was tasked to work with BA and PH management to develop new LRU-centric metrics for tracking engineering progress on the entire FCS using their MKS Integrity [12] tool. I was also tasked with extracting frequent status from 100+ members of the engineering organization and driving them to task completion (>2000 “active” PRs).

I was recruited by the QNA DARPA F6 Program Principal Investigator [14] to assist the team with detailed system/software architectural design, task definition, and management efforts to bring their 6-month Phase-A contract to a successful conclusion. 6.Sierra Nevada Corp (SNC), Irvine; DEC2010-JAN2011; multiple projects. (www.sncorp.com)

Project-1: I was recruited by a SNC Manager in Irvine to help manage a small team of companies on a RADAR simulation project. I assisted on the project until ONR [18] redirected the scope of the effort in a new direction. Project-2: I was then referred to a SNC Manager in Reno to assist with the preparation of proposal materials for continued work on a DOD-funded medical records project. I assisted SNC management with the development of system requirements, software requirements, the development of a supplier Statements-Of-Work (SOW), the evaluation of previously developed supplier software, and the development of software development plans. My involvement was then suspended pending the arrival of the next phase of funding.

7.Lumexis Corporation (LC); JUN2010-JUN2011; System/software architect/engineer, vendor management, diagnostics software development. Role-1: I was recruited by LC to develop detailed system and component level requirements for a variety of web-based application components and to manage an offshore development team. Web-based application components are being constructed on a LAMP platform provide a management interface for a high-security MPAA [19] approved data processing pipeline. After I developed a 120-page requirements document with 27 page illustrations to clearly describe expected GUI behavior the stream of questions from our offshore development team virtually stopped and they started delivering pages quite accurately. My activities included: Reviewing/analyzing customer needs ● Developing product models and mock-ups ● Developing detailed system and component level descriptions ● Developing GUI/software requirements ● Managing supplier performance ● Developing test plans ● The ground system that was developed is now being used to supply video and other media data to multiple fleets of commercial aircraft ● Role-2: I continue to develop and maintain various system software infrastructure components using BASH/PERL/C++/JAVA for LC’s in-flight streaming-video system that is largely based on Linux (RHEL) and LAMP ● Role-3: I developed an extensive suite of aircraft system diagnostics to identify software deployment status to 100s of LRUs ●● As of OCT-2010 the LC system is now being installed on a fleet of ~50 Boeing 737 and several Boeing 747 and 757 commercial aircraft.

I was recruited by Amest management to help them install, configure, test and debug some problematic Linux device drivers supplied by 3 different vendors. The drivers I installed, configured, and tested were: a Display-Link USB-to-video driver (www.displaylink.com), an ELO touch-screen driver (www.elotouch.com), and a Hampshire touch-screen driver (www.hampshirecompany.com).

I was recruited by CVC to provide proposal development technical writing services for the development of an Army proposal.

11.Sierra Nevada Corp (SNC), Irvine CA; OCT2009; Invited participant in non-advocate design review. (www.sncorp.com)

SNC was under contract with AFRL-WPAFB to design an advanced lightweight high performance conformal phased array RADAR system for UAVs. Prior to developing an expensive prototype SNC was required to undergo a formal design review utilizing outside experts. I was invited to participate in their design review as a multi-disciplinary engineering expert. Over the course of 2 weeks I reviewed their system requirements, overall hardware-software-system design, DSP pipeline feasibility, real-time software control feasibility, external interface requirements-design-operation, schedule risk, and design alternatives. I then generated a lengthy report summarizing the results of my review and I provided suggestions to assist SNC management in project success.

12.Boeing-IDS Huntington Beach; MAY2009-OCT2009; Engineering/technical support for Ground Mobile Radio (GMR) Program); Joint Tactical Radio System (JTRS). (www.boeing.com/defense-space/ic/jtrs/index.html)

In support of formal acceptance testing of the GMR product to the government I developed test software, test scripts, and performed extensive in-lab testing of the Boeing GMR radio. The purpose of our testing was to perform multi-level network security analysis to support Unified INFOSEC Criteria (UIC) certification by the NSA [20]. To support the analysis of the data collected I developed several “.NET” programs in C#, C++, and C (combined) using Visual Studio 2008. During my efforts I performed extensive software test work in the lab and acquired a large amount of test data and other artifacts to support our analysis and certification efforts. Role-1: I was originally recruited by IMS to assist Thales with analyzing, modifying, debugging, and documenting embedded Linux drivers (including USB) and application code on X86/PPC/ARM based Linux platforms. ● Because of my prior proposal development experience I was subsequently assigned to develop formal Airbus/Boeing compliant system/software documentation for the telephone system where my efforts included: Developing formal requirements in DOORS; Developing formal test procedures; Performing formal certification system testing (DO-178); Preparing formal Airbus/Boeing compliance documentation. ● Role-2: I then participated in the design, implementation/coding, integration, testing of a large complex Linux based system control QT-based GUI (>80 screens) where I led the prototyping efforts. ● Role-3: I then performed an extensive and detailed streaming video performance study and generated a remediation report to address a serious fleet-wide performance problem. ● Role-4: I then designed/implemented a new automated system-test methodology. During this effort I developed Linux driver modifications, test programs, test automation scripts, and test documentation. I configured a secure VPN (OpenVPN) and other open source tools to assist in managing the system/software test environment.

Proposal development: I responded to the 2004.3 DOD SBIR solicitation and developed 11 SBIR proposals that included detailed research developed project plans to address solicitation topic requirements ● Contract Management: My company was subsequently awarded contracts on topics OSD043-SP5 [22] and OSD043-SP7. I negotiated contract details and worked with DCMA to assure full contract compliance ● Principal Investigator: I then managed/designed/developed software to successfully demonstrate the feasibility of our proposed concepts to the USAF Software Protection Institute at WPAFB [23]. I developed various technical reports to meet contract and organizational requirements. SP5 work included the development of Solaris/Linux kernel and driver software to enable the detection of malicious code. SP7 work included modification to GNU tool-chain components on Solaris/Linux to enable the detection of “unauthorized code” into the software development process (insider threat mitigation); Security enhancements were implemented using US Government (NIST) approved SHA hash algorithms and PKI encryption algorithms. Limited information is provided because our work is now ITAR controlled.

18.UCI/Caltrans, Irvine; 2003-2005; Provided various SETA services in support of a rapid development project to develop an ATMS Testbed simulator.

Caltrans management requested my support overseeing a problematic vendor they were forced to use for historical reasons. My services included: RFP development, vendor proposal evaluation, risk/cost reduction studies, stakeholder/vendor coordination; strict vendor oversight during vendor contract performance, detailed oversight during system integration/test, Final Qualification Test (FQT) oversight, Management of Final Acceptance Test (FAT) efforts. My efforts resulted in project delivery on schedule and under budget (a first for this vendor).

SPAWAR management requested our help (Titan/UNICON) to develop a replacement tactical display unit (a tech refresh effort). I provided a variety of support including: solution white-paper development; project plan and proposal development; technology selection; PCI device driver development (Solaris); TI DSP interface software development; Embedded processor software development (MicroChip-PIC); Solaris based real-time control software development (SCADA); Real-time GUI development (Spectrum Analyzer like display on X-Windows); Network control API software development (ONC-RPC and Web); Data analysis and post-processing software development.
