Professional Experience:

Professional Analysis, Incorporated SEP 2011 to MAY 2012

Consultant – Nevada National Security Site

Providing unique expertise in developing evidence files describing a variety of potential scenarios endangering the workforce, public, and environment. The analyses involved radioactive, chemical, and biological (RCB) materials in different quantities that may be present in single or multiple buildings located at NNSS. HOTSPOT and ALOHA software programs (radiation and chemical dispersion models, respectively) were used to develop supporting positions to document bounding quantities of hazardous materials.

Savannah River Nuclear Solutions SEP 2008 to AUG 2011

Principal Security Specialist – Savannah River Site (SRS)

Provided Vulnerability Analyses (e.g., Modified Security Plans; RCB Sabotage Analyses [RCBSA]; and Explosive Assessments); developed impact analyses; conducted multi-discipline, multi-customer meetings; and maintained associated evidence files for Savannah River Nuclear Solutions (SRNS) customers. Analyzed applicable changes in facility operations or inventory to determine protective or mitigation measures required when applicable for roll up of SNM. Provided Vulnerability Analysis (VA) documentation for protection of Department of Energy (DOE) security interests. Served as the SRNS VA Security action officer for facilities and/or programs during DOE Operations Office Safeguards and Security (S&S) inspections and appraisals, Office of Security Evaluations inspect ions, SRNS and Savannah River Remediation (SRR) Operational Readiness Reviews (ORRs), and Defense Nuclear Facilities Safety Board/Facility Evaluation Board reviews. Developed/implemented corrective action plans for identified issues. Completed management assignments on time while ensuring effective communication with DOE, SRNS/SRR, and Wackenhut customers. Developed Modified Security Plans to reflect changes in risk/system effectiveness. Developed and presented safety data at weekly senior staff and monthly directorate safety meetings.

Washington Safety Management Solutions, LLC NOV 1998 to SEP 2008

Consulting Engineer II – Savannah River Site

Provided VA, System Engineering, and Safety/Program Management documentation (e.g., RCBSA, Explosives Analyses, Safety Analysis Reports, Technical Safety Requirements, and Hazard Analysis Reports) by developing task plans, cost estimates, and resource loading. Developed system engineering proposals, conducted vulnerability impact analyses, tracked cost/schedule performance, created task teams, and conducted team meetings. Provided interface between Westinghouse Safety Management Solutions (WSMS) and Westinghouse Savannah River Company (WSRC) while representing WSMS at SRS weekly meetings. Delivered and coordinated WSMS generation and review of safety documentation including customer comment resolution for DOE/WSRC signoff. Additionally, led Key Input and Assumptions Committee reviews which form the foundation for documentation/analysis development. Developed/revised Unreviewed Safety Question (USQ) Screenings and Evaluations for numerous programs as well as assisting in the development of an Unreviewed Safety Question course instructional materials for the DOE complex.

Battelle Memorial Institute APR 1992 to NOV 1998

Sr. Project Engineer – Pantex

Approved ES&H Plant Authorization Basis Documentation (ABD)/supporting documents. Assisted in the implementation of operational standards and procedures. Provided oversight for ABD development and associated maintenance program documentation ensuring credibility and compliance with DOE Orders and 10 CFR Parts 71 and 830 requirements. Provided development and engineering instructions, operating procedures, and tooling modifications for nuclear weapon disassembly, assembly, and modification/retrofit operations. Initiated/reviewed/approved plant standards, and Unreviewed Safety Question documentation addressing both nuclear and non-nuclear operations in multiple plant areas. Maintained a liaison with the prime contractor agency representatives on active projects and programs under my cognizance and provided consultant services to other operating divisions and outside agencies.
