Evaluated contract and quality issues on federal service contracts. Ensured contractor meets contract requirements for Base Maintenance contract and other service type contracts within the Cheyenne Mountain Complex.

* July 2007 – Jan. 2009: Estimator/Project Manager, Groninger Concrete, Colorado Springs, CO

Managed and estimated commercial concrete projects for a small (~ 5 million dollar) construction company. Bid for and was successfully awarded $2.8 million in commercial/government concrete construction in calendar year 2008.

* May 2004 – April 2007: Construction Project Engineer/Observer, JR Engineering, Colorado Springs, CO

Monitored the construction of municipal and land development projects, ensuring that all civil improvements are built as designed and specified. Prepared PE certification of completion for in excess of 90 separate projects, which resulted in the release of several million dollars of assurances held by government agencies.

* Feb. 2003 – Nov. 2003: Quality Control Manager, Au’ Authum Ki, Tempe, AZ

Managed both the Quality Control and Safety Management programs for the construction of an up-grade to base water mains at the Air Force Academy, Wrote and developed corporate local safety manual and training program.

* August 2002 – Feb. 2003: Field Engineer, West Electric Group, Colorado Springs, CO

Provided Field Engineering to include creating shop drawings, maintaining and updating as-built drawings, reviewing and managing Electrical subcontract submittals for a series of large, multi-story dormitories on Ft. Carson Army post. Created tools for senior Company Management to monitor and manage construction and service contracts using Microsoft Access and Excel.

* Sept. 2001 – June 2002: Quality Control Manager, Mooney & Pugh Contractors, Inc., Spokane, WA.

Re-established and upgraded both the Quality Control and Safety Management programs for the construction of a $7,000,000 Child Development Center at Schriever AFB, Co. Ensured equipment and materials not only met the specifications as submitted, but also as installed. Monitor subcontractor safety programs.

* June, 2000 – July, 2001: Assistant Project Manager, Project Administrator, Pioneer Sand Company, Colorado Springs, CO.

Assistant Project Manager, Project Administrator for a large, six million-dollar earthwork and underground utility project at the new Intel Fab Facility at Colorado Springs, CO. Relieved the Project Manager of on-site day-to-day duties. Monitored and administered an extensive non-contract T&M effort that ranged from $50,000 to 100,000 per month that was in addition to contract work.

* 1997 – 2000: Contract and Freelance CAD designer for various engineering and manufacturing firms in Colorado Springs, CO.

Intensive CAD experience in high pressure, deadline oriented engineering environments as a temporary over-hire to complete critical projects. Provided AutoCAD operation and Lisp utility programming as well as creating 3 dimensional computer models of various products and sheet metal components using the Pro Engineer modeling package. Performed engineering ECO updates on product drawings and specifications using AutoCAD 14, 2000 and various MS windows applications. Created detail drawings to company and ANSI standards of both component and products.

Air Force Projects (1991 and earlier)

Facility Space Management Study, Air Force Space Command, CO

Evaluated and revised a database/cad application in Oracle and AutoCAD to manage facility space issues for approximately 27 million square feet of floor space throughout Air Force Space Command.

Initial Construction Close-out, Falcon AFB, CO

Defined, monitored and coordinated the resolution all design and construction deficiencies found in the initial 110 million-dollar Consolidated Space Operations Center construction. Categorized these deficiencies into construction, design, warrantee issues and new/changed requirements.

Addition to an aircraft maintenance shop, Wurtsmith AFB, MI

An Addition to the Base Maintenance complex consisting of a large block addition and including complex electrical and HVAC systems. Provided QC/QA, project coordination with other Base functions. Determined and approved periodic payments to the General Contractor.

Addition to a Base Commissary, Wurtsmith AFB, MI

A block addition to double the size of the Base Commissary and replacement and upgrading of all refrigerant systems. Provided project coordination with other Base functions. Determined and approved periodic payments to the General Contractor.

Assorted Runway Maintenance Projects, Wurtsmith AFB, MI

Assorted projects from slurry sealing of runway and taxiway shoulders, epoxy concrete repairs of spalls and crack sealing, to large-scale concrete pad replacement on aircraft parking aprons.

ILS support contract, Wurtsmith AFB, MI

A large, mostly civil project to support Instrument Landing systems. Included grading, hauling and smoothing to groom several hundred acres directly around an active runway. Also included the construction of support foundations and structures. Coordinated construction with other flight line activities. Determined and approved periodic payments to the General Contractor.

Computer Skills:

Proficient in assorted software packages including: Pro Engineer, AutoCAD including Mechanical Desktop, DCA and Auto Architect, Solidworks, Windows 95/98 and NT, CorelDraw, MS Access, dBase III Plus, Clipper, Primavera, Microsoft Project and Harvard Project Manager, Oracle 5.1c, Word Perfect, Lotus 1-2-3 and various Windows based applications. College-level training in the Fortran, Pascal, Ada, Lisp and X-Base languages. Intermediate level programming in Visual Basic.
