SELECTED ACCOMPLISHMENTS
Successfully created Program Planning and Grants Development Unit. Submitted proposal to CEO and Board to create a new program unit with a goal to centralize grants development and program planning activities that are aligned with strategic business plan of the organization. Successful implementation was primarily responsible for the creation of 7 new programs and three new service lines, submission of 22 proposals in response to Request for Proposals of which 19 have been funded. These include a contract with the NYS Office for Aging, as first direct health care service provider to develop a supportive services program for the elderly, under the Neighborhood Naturally Occurring Retirement Community (NNORC) Program in a designated area of NYC’s Chinatown, establishment of VNSNY as a Comprehensive Geriatric Education Center through grant award with the US DHHS Health Resource Services Administration, Bureau of Nursing Professions, and recognition as a leader in knowledge management/exchange and applied informatics through State and Federal demonstration and grant programs.
Secured $12M in funding resources for strategic and operational needs. CEO and the Board of Directors for Nation’s largest and oldest home health care agency, requested development of funding plan aligned with the Agency’s strategic and operational needs. Recommendations embraced the current and emerging needs of the agency, identified strategies for business growth, and encouraged building relationships with partners to help realize the agency’s broader vision. Management and coordination in the development and submission of all grant proposals, including government, corporate and foundation solicitations, resulted in success attracting resources to support new and existing programs and services for Acute Care, Children and Family Services, Community Mental Health, Congregate Care and Clinical Education. Operational needs funded in the areas of Chronic Disease Care Management, Nursing Education, Recruitment and Retention, and Health Information Technology.
Saved Medicare Long Term Care program $33M. The Inspector General requested a comprehensive examination of Medicare’s long-term care program. Reviewed program, introduced mixed method design for inspection reports, enlisted expertise for data collection instruments and reported progress on a regular basis. Recommended changes that were made to local and national review policies for fiscal intermediaries and carriers and added to State Operations Manual survey and certification rules and guidelines. Conducted two inspections that identified violations and led to the reimbursement of inappropriate Medicare payments.
Wrote testimony leading to $4B direct care/services commitment for nursing home residents. Medicare nursing home certification and licensing process needed evaluation. Lead project designing inspection plan. Created statistical analytical software program to analyze nationwide surveys. Authored report and wrote testimony showing certification processes inconsistencies and government follow-up failures of nursing homes in non-compliance of patient care. Using the report and testimony the Senate Finance Committee secured an industry pledge to use $4B of the $58B Medicare Program for direct care and services to nursing home residents
Conducted study resulting in new federal guidelines for atypical anti-psychotic & anti-depressant drugs. Requested by U.S. Senate Special Committee on Aging to evaluate the extent psychotropic drugs were used in nursing homes as chemical restraints. Managed integration of complex study design and its process. As a result of the information collected, Centers for Medicaid & Medicare Services revised State Operations Manual and conducted training sessions on new mandates for monitoring chemical restraints and unnecessary drug usage.
Designed and oversaw data collection of nation’s public health system preparedness post 9/11. Health and Human Services - CDC requested fast track strategic plan for evaluation of nation’s public health system bioterrorism response preparedness. Created data collection instrument. Met with state and local public health and government officials. Identified factors contributing to state of preparedness. Administrator, Patient Services Administration, New York Presbyterian Hospital, 2007 to Present. Cultivate and manage key internal/external relationships, coordinates special services request admissions with appropriate hospital departments and doctor’s private offices/institutes. Administrative resource and expert in patient services issues such as informed consent, refusals and withdrawal of life support, DNR and advance directives. Provide support to staff, patients and their families during this processes. Collaborate with Legal Affairs/Risk Management to: receive initial notification of potential liabilities; assist in settling cases; assist with proceedings for treatment orders; maintain communication with patients on these matters; and advise the hospital’s counsel on possible NYPORTS reportable incidents. Manage first response to significant events or potentially significant events including conducting the initial investigation of the event, coordinating administrative response and review in conjunction with counsel and the Director of Quality, and keeping the Office of the President informed. Provide centralized and consistent patient resource and grievance mechanism to ensure recognition of patient rights while minimizing potential liability to the hospital. Manages on-site visits from regulatory agencies, including New York State Department of Health, provides first line response to legal authorities. Collaborate with Director of Medical Ethics, managing ethics consultations including documenting medical ethics decisions in the patient’s record, guiding clinical staff through the process of withdrawal of life support, and making case presentations to the Ethics Committee.
