GEORGIA STATE FINANCING & INVESTMENT COMMISSION, STATE OF GEORGIA GOVERNMENT • 2006-2010

Agency dedicated to proper application of proceeds from general obligation debt and issuance of all public debt by State of Georgia, consisting of Financing and Investment Division and Construction Division.

Deputy Director – Construction Division • 2008-2010

Guided daily operations of 126-staff construction management organization accountable for delivery of capital projects throughout Georgia. Orchestrated effective management of Construction Services, Procurement, and Information Technology departments; overseeing procurement, contract negotiations, project design, construction and handover while implementing numerous computer-based process enhancements. Oversaw operations of State ADA Coordinator’s Office.

• Provided meticulous direction of construction operations for organization that managed up to 130 capital projects valued at $1.7B; completing 25 capital projects worth approximately $400M within-budget and with 22 on-schedule in FY 2010. Collected liquidated damages on 2 projects not completed in timely manner.

Built distinguished career in U.S. Army serving in variety of highly responsible capacities including:

• Engineer, Army Forces Central Command – guided installation construction program in Kuwait, Saudi Arabia and Qatar including development of scope of work for full-service base operating contract for 75 commercial/industrial buildings, oversight of $450K overseas environmental program, and technical oversight of $200M, 1.2K-acre, 95-building commercial / industrial facility.

• Deputy Commander, Charleston District, U.S. Army Corps of Engineers – Directed civil works and military construction including supervision of 40 staff in legal, information management, emergency preparedness, safety, public affairs, and contracting operations. Served as Contracting Officer for $10M design and unlimited construction warranty authority, settling claims and negotiating modifications for approximately 75 contracts valued at $35M. Formulated and managed operation budget of $70M.

• Academic Facility Manager, U.S. Military Academy (USMA) – Controlled academic facility plant operations for USMA including $60M multi-year program to renovate 7 academic buildings, serving as owner’s representative for all contacts with architectural/engineering contractor completing design.
