Principle Consultant - Oracle Corporation

Client: Rhode Island Judicial Technology Center - Providence, RI

Technical lead to implement the custom interfaces for the Rhode Island Judicial Technology Center using ACS Justice Information System (Formerly SCT BANNER) software.

As the technical lead I was responsible for the design and the development of the following Interfaces and Forms.

• Police Interface and Form - This interface receives arrest records from more than thirty police departments at real time and inserts them into a set of custom tables where they can be viewed by courts staff using the Custom Initial Case Filing Form. Each court location has jurisdiction over a set of police departments and the court users are allowed access to only the cases that belong to their jurisdiction through this form. The users are allowed to update any incorrect data and verify the defendant and each party associated with the case in order to determine if they are to be created as new entries. Upon verification users can create a case in BANNER with a click of a button. This will create case, party, charge, bail, agency, person, address, telephone, plea and account information automatically. After creating a case it is deleted from the queue. During the life of a case the updates are sent back to police departments each day. The file transfer process was implemented using FTP and UNIX Scripts.

• Warrants Interface and Form - The warrant interface reports all the warrants issued and quashed by the courts to the state police every three minutes. The Warrants are issued using the Custom Warrants Issuance form. This form allows the users to create warrants the using case id, document type and the judge. All other information is automatically retrieved and inserted, including the docket codes. The quashed warrants are reported separately to the attorney generals office as well. The file transfer process to the AG and the state police was implemented using FTP and UNIX Scripts.

• DCYF (Department of Children Youth and their Families) Interface - This interface provides DCYF with case, party, event, outcome, charge and sentence data on DCYF related cases from the family court. The database triggers written on the appropriate tables will filter the DCYF related cases, since not every case is DCYF related, and insert records into a set of custom tables. DCYF is granted access to these custom tables and views through a database link.

• RONCO (No Contact Order) Interface and Form - This interface provides the Attorney General's office No Contact Order information when issued by the courts through the custom RONCO Notification form. This form allows information to be directly inserted into the AG custom tables through views and a database link. The courts staff is also allowed to update the Expiration Date and the Term of Order through this form.

• Traffic Dispositions and Form - Interface allows the Municipal Courts to submit charge dispositions and fees electronically to the Traffic Tribunal and have them dispose the charges automatically and maintain information on fees associated with the charges. Any errors generated during this process can be viewed using the Custom Municipal Court Error form.

• Custom Monthly Attorney Calendar Form – Upon entering the attorney name, month and year the users are allowed to view the calendar for a given attorney for that month. The form is displayed as an actual calendar. The users can navigate to a given date and find out the events scheduled for that day by a click of a button.

• Other Custom Forms – Custom Criminal Report Parameter Form, Custom Person Warrants Query Form, Custom Person Information Verification Form, Warrant Fix Request Form, Custom Juvenile Report Parameter Form, Juvenile Case Jacket Tracking.

Designed the functional specifications for the Domestic Violence and Victim Information Interface. When implemented this would allow the police departments to electronically submit Domestic Violence cases and allow the courts to maintain a victims database.

In addition to the above interfaces, the following reports were designed for the Criminal Courts and the Family Courts.

• Criminal Reports - Docket Sheet, Event Calendar, Cost Calendar, AG-3, Warrants, Judgment, Pending Cases, Ready Trial and Sentence Registry.

• Juvenile Reports - Face Sheet, Event Calendar, Backings, Capias, Pending Cases, Score Sheet, Habeas and Summons.
