Present & last Job Responsibility

• Presently 9 safety officers are reporting to me and I am reporting to HS manager as well as project manager. Responsible to organise safety officers in multiple work site. Oversee safety officers to monitor the construction activities and make sure that these are executed as per the HS plan and procedures.Organise and chair daily and weekly meeting with safety officers to discuss various Health and safety aspects and prepare reports on it.

• Assist HS Manager in Preparation and revising of HS policy, objectives. Responsible for preparation and revising HS management plan and HS manual. Advise HS manager to incorporate recent changes in health & safety regulations while drafting HS management plan and manual. Coordinate with construction team to enforce successful implementation of HS management plan, manual and other supplementary procedures and programs.

• Assist HS manager in preparation of crises management plan and ensure its implementation at site. Guide safety officers to carry out emergency evacuation drill and fire fighting drill both in station and tunnel to verify the effectiveness of such plan. Prepare necessary reports. Ensure all sites are maintaining fire fighting equipment (Hydrant, sprinkler, fire extinguisher) properly and there is a periodical inspection of all such is carried out by site safety officer.

• Providing FIRST-DAY safety induction to all staff. Organising external safety training for staffs at different position. Also conducting in-house safety training for staffs. Formulating safety training matrix for all level and maintaining training reports, records. Ensure site Safety Officers are conducting First day safety induction to all workers and copy of such induction is available and recorded in file.

• Review method statement and risk assessment and ensure all risk is assessed in risk assessment. Ensure risk mitigation/minimisations measures are in place to execute the job safely prior to starting of any activities.

• Assisting HS MANAGER in conducting safety committee meeting. Preparation of Daily report, weekly inspection report, monthly and annual safety statistics (Accident frequency rate, Incidence rate), prepare accident analysis report.

• Investigate all accident & incident and prepare all necessary report. Circulate the report to client and all concern personnel. Prepare an accident analysis report, fault tree analysis. Prepare safety alert based on accident investigation report and circulate to all site for display in notice board in-order to prevent similar type of accident in future.

• Liaise with external and statutory authority related to Health safety & Environment issues.

• Conduct sub contractor HSE evaluation and submit a report to HS manager on monthly basis.

• Conducting internal auditing at regular interval. Issue NCR to construction team based on audit findings. Assist HS manager during external audit.

• Assist HS manager to develop permit to work system (Hot work, height work, lifting, confined space, Construction railway operation, Testing commissioning maintenance and operation of MPS, TPS, MAIN panel in station box). Providing training on permit to work system to all staff and ensure its proper implementation. Monitor and conduct audit on permit to work system, is implemented which control/minimise the potential hazards of all activities.

• Ensuring full compliance of LOTO system during Testing, commissioning. Maintenance and operation of electrical system.

• Along with project manager conducting HS inspections at each site ones in a week to find out and minimise all unsafe acts and condition. Make necessary reports on inspection findings and circulate to construction team. Prepare monthly analysis reports for unsafe acts and conditions and submit to project manager and HS manager.

• Ensure all lifting m/c and lifting gears, pressure vessel is inspected by competent person (3rd party) and a certificate of testing is available at site and recorded. Ensure a register for lifting m/c and lifting gear are maintained at site by safety Officer.

• Formulate a procedure for job base tool box talk on daily basis. Ensure site safety officers along with construction team on daily basis addressing toolbox talks to all workers and a register of such are maintaining at site.

• Arrange and participate in Hazop study, JSA.

• Ensure that all maintenance, production, and construction activities on site are carried out in a safe manner and in adherence to the company safety policy, statutory regulations and guidelines as minimum requirements.

• Conducting safety promotion activities with site safety officer at site.

• Ensure proper welfare facilities are provided to all workers. Conduct weekly inspection of workers rest area at site, drinking water facility, urinals and toilet, canteen. Submit findings of inspection to project manager and HS manager.

• Ensure first aid boxes are available at site with trained first aider. Conduct periodical inspection of first aid boxes to ensure all requisite materials are available.

• Preparation of daily checklist for tunnel/confined space inspection, ventilation monitoring, Illumination monitoring, Gas monitoring, Locomotive inspection check list, fire fighting equipment, work permit for working on track.

• Comprehensive Tunnel safety induction (Access control system, what to do in case of emergency, Tunnel emergency rescue team, Tunnel communication system(two way), tunnel walk-way, illumination, tunnel fire fighting system, Alarm system in tunnel, Signalling and safety signage in tunnel, first aid facility and drinking water, welfare facility, concentration of gases and ventilation, colour code of utilities resource pipe, Different permit applicable, Different activities and safety measures, safety issues relating to safe movement of Locomotive, medical screening for all staff).

• Preparation of check in check out procedure in tunnel, confined space.

• Playing key role during TBM assembly and dismantling and day to day TBM operation. Ensure effectiveness of tunnel safety plan.

• Ensure proper implementation of lifting plan. Playing key role during heavy lifting operation of TBM, Launching Gantry, assembly and dismantling.

• Ensure safe lifting of span is carried out by LG.

• Co-ordinate between port authority and emergency team during off shore and on-shore activities.

• Establish a communication system between port authority and site emergency team when there is a level 3 warning issued by port authority.

• Establish a communication system between LPG plants with LPG cavern construction site especially when LPG ship berthed for LPG unloading. Ensure alarm was issued at site and no hot work activities are carried out.

• Ensure that the waste generated from the work create minimal hazard to the environment and are segregated and disposed off to approve environment agencies.

• Liaison with HSE manager to ensure an effective flow of health and safety information.

• Ensures site activities are performed in a manner that will not cause any injury to personnel and will not damage the environment.

• Assist third party to conduct SPM & NOISE monitoring ones in every month at site. Maintain a copy of such at site

• Monitor and advise in the implementation of environmental management with key objectives of pollution control, resource conservation, and waste management in compliance with national environment act and ISO14001 system.
