Over 23 years of experience in consulting and manufacturing engineering. Projects have included environmental investigation, remediation, and design; environmental management and compliance; and various engineering design/bid/construction works.
Individual Experience
1990 – 2000, Montgomery Watson- Civil Engineer
• Prepared water well abandonment permit documents for the plugging and abandonment of industrial process water wells at a large aerospace company.
• Prepared an integrated solid waste management plan at a large pulp and paper company. Prepared permit documents for a new industrial landfill and closure plans for several industrial and municipal landfills.
• Performed a comprehensive solid waste audit for a large municipal client which included facilities review (closed and operating units), permits, contracts, and operations and closure of facilities.
• Prepared environmental permits and contract documents for the decontamination, demolition, and closure of a large barge-cleaning facility.
• Prepared contract documents for several water resource and treatment facilities including municipal groundwater production and treatment systems and new surface water treatment facilities.
• Prepared several CERCLA documents, including site investigation reports and feasibility studies for federal military facilities.
• Prepared RCRA permit documents for a major international refining company including the evaluation of existing RCRA documents and summary into a final report and recommendations.
2000 – 2001, Earth Consulting Group – Civil Engineer/Environmental Engineer
• Managed site investigation and remedial response for a large oil spill in South Mississippi including permitting, investigation, remediation and reporting.
2001- 2004, Neel-Schaffer, Inc. – Civil Engineer/ Program Manager
• Managed several NEPA environmental assessments for projects including transportation, rail, recreational lakes, and site developments. Team member in the development of an Environmental Impact Statement for a future I-69 segment in the MS Delta.
• Project Engineer for the design of several traffic and drainage projects.
2004 – 2007, Nissan North America- Civil Engineer/Environmental Engineer
• Managed multi-media environmental compliance (SPCC, SWP3, Recycling, EPCRA, RCRA, CAA, CWA, Pollution Prevention/Waste Minimization) for a large international automotive manufacturing plant.
• Project Manager for the planning, development, implementation, certification, and maintenance of an ISO 14001 Environmental Management System.
2007 – Present, Neel-Schaffer, Inc. Civil Engineer/Project Manager
• Managed multiple sewer and water projects as a part of the MS Gulf Coast Hurricane Katrina Recovery Plan. Projects included the planning, design, and construction of a new wastewater treatment plant, water tanks and well systems, water distribution/sewer collection infrastructure, and FEMA infrastructure reconstruction.
• Managed the design and construction of several projects at regional airports which included landside and airside facilities. Projects included water wells, parking lots, lighting and controls improvements, demolition, clearing/grubbing, taxiway and runway improvements.
