Work Experience:

2008 – 2009: Subcontract Program Manager: Seawolf and AN/BLQ-10 Undersea Programs

• Selected, developed and managed new subcontractors both domestic and international FMS programs.

• Resolved an existing subcontractor product with numerous issues and established a new subcontractor that eliminated these existing anomalies. Utilized source selection evaluation criteria to reduce new supplier risk from 50% to 20%.

• Created Technical Assistance Agreements and applicable export licenses (ITAR/EAR) required for international commerce. Collaborated with customer and Australian government to establish $40M FMS program requirements.

• Created complex Statements of Work, Schedules, Subcontract Program Plans, and Payment Plans to ensure overall program objectives were met.

o Conducted competitive Source Selections minimizing selection times by one-third utilizing pre-selection evaluation criteria.

o Developed Request For Proposal Strategies. Conducted a RFI phase to reduce candidate field to six viable sources down from 15 sources. Due to urgent program, requirements conducted and successfully completed source selection process in four months.

o Performed due diligence and negotiations on contracts valued at $25M. Used creative contracting to reduce price by 10% for a customer directed source.

2005-2008: Subcontract Program Manager: MEADS Design & Development (D&D) & US Security

• Directed a team of several IPT professionals on a large multinational R&D program valued at $3B.

• Established new subcontractors both domestic and international utilizing make/buy analysis to reduce need for additional suppliers by 25%.

• Led the program management team that conducted subcontractor site surveys.

o Created applicable pre audit documents requisite for international commerce and reduced requisite international import/export documentation lead times by several months.

• Created Statements of Work, Schedules, Subcontract Program Plans, Subcontractor Payment Plans to ensure overall program objectives attained.

o Performed due diligence and negotiations on subcontracts valued at $13 million dollars.

o Using creative contracting/negotiating approaches to reduce key supplier costs by 40%

2001-2005:Subcontract Program Manager: AN/BLQ-10 Undersea Program

• Managed nine key subcontractors with a total contract value of $85M representing 75% of the entire customer contract..

o Converted two “red” suppliers into “green” suppliers using relationship-building techniques. Reduced production lead times for each supplier by 25%. Tasked subcontractors with attending/presenting at quarterly program reviews. Extended program review attendance/participation to all key subcontractors.

o Performed due diligence and negotiations on contracts valued at $85M. Realized a negotiation reduction average among nine sole source subcontractors of 13.5%. Used comprehensive price and cost analysis documents, extensive proposal fact-finding, and classic negotiation techniques to attain reductions.

1989-2001: Various Positions: Several DOD programs

• Managed a controversial/critical subcontractor with a contract value of $113M for a sophisticated radar test bench including technical manuals and test requirements documents. Converted a contentious buyer/seller relationship into a mutually acceptable business relationship using constant and consistent communications – face-to-face meetings, scheduled telephone calls, and internet.

• Established new subcontractors both domestic and international. Developed a successful consignment plan for a contract manufacturing effort with a German company. Utilized internal and external import/export experts to ensure requisite documentation in place, established internal and external process to ensure minimal turn around times were met or exceeded, developed process ensuring correct parts shipped and import/export documentation completed.

• Established a first time US military contract – SOW, schedule, and terms & conditions with a Spanish company for aircraft production hardware. Met and then exceeded contractual offset requirements imposed by Spanish government.

• Worked with GM Corp to establish Information Technology (IT) requirements.

o Participated as a member of the management capture team that displaced GM’s incumbent IT provider (1999). Developed a SOW and schedule for the transition period. Negotiated a subcontract for $100M that phased out their support over a 3-year period.

o Directly managed 10 direct and 15 work force extension employees in the program control department which included procurement, quality, configuration management, pricing, finance and administration.

• Performed deputy program manager duties on $113M program – Budget reviews, EVM, subcontracts, customer presentations, and logistics.
