New Central Utility Plant Construction at University of Colorado Health Sciences Center in Aurora, Colorado. Responsible for control (including P&L) of the $27 million University of Colorado Health Science Center Fitzsimons Campus Central Utility Plant construction as Prime Contractor in a design / build situation. New plant with some new equipment and some moved from old utility plant. Some tenant finish. Infrastructure consisted of municipal demolition & reconstruction, manholes, catch basin, storm, sanitary, water, asphalt street reconstruction, asphalt parking lots, landscape, fuel tanks, boilers, chillers, utilities, etc. Handle all facets as Owner’s representative, included subcontracts, permitting, payment applications, vendor invoicing, quality control, schedule of values verification, purchase orders, subcontracts, change orders / force accounts, submittals, some design team direction, quality assurance, scheduling, safety, chaired meeting, dispute resolution, coordination, negotiation (partial with Corporate), mediation, coordinated project scope of work, construction estimates, surveying, traffic control, claims issues, controls, commissioning, temporary facilities, community issues, etc. Crew often exceeded 100; both union and nonunion.

Roving CM to bring industrial and utility plant cooling tower projects back on budget and within schedule. Analyzed budget, compared forecasted P & L, prepared construction schedules, equipment procurement, and manpower plans for staffing, prepared project tool and equipment deliveries, tracked project financials to ensure profit, and prepared documents to delineate and support contract changes. Arranged for local union / nonunion help, purchases, subcontracts, housing for traveling help, safety, materials. Processed payment applications, payroll, invoices, etc. Projects were new and reconstruction. The crew numbered up to 80 people; union and nonunion.

Leaking Underground Fuel System Removal and Replacement for multiple fuel & gasoline underground tanks and piping systems removal, cleanup, and replacement for 23 locations on the I-80 Indiana Toll Road Authority’s toll Booths, maintenance yards, and some law enforcement facilities, including concrete pads, asphalt lot repair, their attendant piping, fuel pumps, piping, monitoring and discovery of existing contamination, and associated cleanup. Planned, organized, led, and controlled environmental and construction projects and superintendents for these. Included P & L, estimating, proposals, scheduling, cost control, personnel, invoicing, materials, purchase orders, Union direction, manpower location, etc.
Oct 1993 – Jan 1999: PM / Engineer; Blackburn Architects, Inc.
Planned, organized, led, and controlled civil engineering projects for commercial developments, streets, subdivisions, site development, asphalt & concrete structural design for streets and parking lots, drainage, and surveying. Projects included site / grading plans, storm water analysis, erosion control, retaining walls, sanitary / septic systems, details, specifications, construction estimates, traffic control, and contract administration of civil engineering projects. Estimated fee, forecast & tracked budgeting, prepared operating procedures for civil department.

Performed construction estimates for various construction projects. Used MCACES Gold estimating program, word processors, and spreadsheet programs. Projects included parks, parking lots and pavement design, street pavement design (asphalt and concrete), railroad crossings, subdivisions and site development designs. Airport engineer for Quad Cities Airport site work, which included leaking fuel tank remediation, and design of General Aviation Ramp replacement with utilities. Designed 23 agrichemical secondary containment facilities for MapCo pesticide / fertilizer plants. Oversight of Monsanto secondary containment facilities. These sites included containment pads and walls, loading slabs, sumps, plumbing and piping diagrams, and back flow prevention details. Guided Resident Engineers through problem areas and impending difficulties, as well as providing for statewide continuity in contract administration, construction observation, and design. Attempted to located construction plans / specifications inaccuracies / conflicts in order to improve contract document quality and consistency.

Enforced contractual provisions: falsework review, OSHA compliance, specifications, verified quantity takeoffs, tracked progress and schedule adherence, monitored quality control and workmanship.
