PROFESSIONAL EXPERIENCE
Division Head, Army/Air Force/Joint Forces Programs, 2009 – Present
InfoReliance, Washington, DC
Full operational, budget, and P&L responsibility for a $22M/50+ person division within the company. Responsible for network operations, system administration, help desk, systems engineering, and knowledge management programs. Leads CMMI Level 3 assessed software development projects using .NET, web services architectures, SharePoint, and SQL Server with an Agile/SCRUM SDLC. Turned troubled programs into corporate success stories by implementing “orange” concepts to create high performance teams, continuous process improvement and implementation of industry best practices.
Key Results:
- In the first year as division head, exceeded revenue targets by 32%, profitability targets by 72%
- Led successful re-compete wins in the division’s two most strategic accounts

From 2006 to 2009, worked with a non-profit organization assisting them in establishing sound business practices, including the implementation of fully integrated financial systems. In this role I managed a $1.4M budget and provided supervision to five staff members. Also traveled around the world on humanitarian efforts such as nutrition programs, clean water projects, medical missions, and leadership training.
Program Manager, 2004 – 2006
Scientific Applications International Corporation (SAIC), Washington, DC
Bureau of Census Decennial Support Program
Led a 60 member program team responsible for the operation of the 2010 Census beta site. The program encompassed data center operations, systems engineering, test center management, and software development. Provided oversight to an extensive CMMI Level 2 testing and quality assurance center for applications developed in support of the 2010 census. Also led a significant effort to implement NIST compliant security, risk management, and disaster recovery planning.
Key Results:
- Received recognition by the customer and GSA in the first Award Fee board review after assuming the program manager role for creating a “positive turnaround impact in key areas that had previously been identified as weaknesses in the program.”
Air National Guard Active Directory Project
Led a 26 member project team to design and implement Windows Server 2003 Active Directory throughout the Air National Guard enterprise network (over 300 deployment locations) to meet an Air Force mandated migration date. This $14.5M project collapsed 100+ Windows NT4 domains into a single, centrally managed domain. Recruiting and managed the task assignments for this 40 person project team which included personnel from two subcontractors. Built a Project Management Office (PMO) from the ground up using a staffing model and methodology derived from the Microsoft Solutions Framework (MSF) and Microsoft Operations Framework (MOF). Developed and maintained custom project portals using Microsoft SharePoint that significantly improved the project team’s ability to communicate internally, track risks and issues, and manage deliverables.

- Delivered the pilot project on-time and under budget, resulting in the award of the full implementation project
- Delivered the full project on-time, on-budget, with all deliverables accepted by the customer
- Customer expressed high degrees of satisfaction during the project closeout
Program Manager, 2003 – 2004
Unisys, Washington, DC
Project manager responsible for the successful delivery of a $140M program to integrate the clinical and financial systems for the Department of Veterans Affairs. Developed the program’s project methodology, and developed a comprehensive project management plan using Primavera for the integration of a commercial healthcare financial system with a customer developed patient record program. Through the implementation of sound analytical techniques, identified significant organizational barriers to success with the client and provided leadership to resolve each issue. Led an innovative effort to adapt the Rational Unified Process (RUP) to the implementation of commercial software system.
Key Results:
- Built the program from the ground up, recruiting the entire 20+ person project team
- Conducted the market analysis and competitive “bake-off” process that led to the selection of the COTS system
Continuity Planning Officer (Activated Major, Operation Enduring Freedom), 2002 – 2003
Air National Guard Readiness Center, Washington, DC
Led a Joint (Army/Air) team as an activated Air Guard officer to develop and implement a Continuity of Operations (COOP) capability for the National Guard Bureau. Analyzed the organization’s mission essential functions, developed alternative approaches, and presented a recommended course of action that was unanimously accepted by the NGB’s General Officers. Applied expert project management skills to meet an aggressive milestone schedule and exceed leadership expectations.
Key Results:
- Saved over $3M in taxpayer dollars through the creative use of existing facilities
- Created a comprehensive 3-year Program Management Plan in less than 30 days
- Subsequent exercise of the COOP capability were deemed “highly successful” by NGB senior leadership.
Chief Technology Officer, 2001
CentraLink LLC, El Segundo, CA
Principle technologist for a startup healthcare software development company with products in the long term and acute care segments, focused on a market differentiating strategy of an ASP delivery model combined with lowered barriers to financial and technological entry. Led the construction of the hosted data center to include overall data center design, vendor selection, product acquisition, build, test, and implementation. Led migration of the company’s clinical and financial applications from client server to Microsoft .NET and XML based architecture.
Key Results:
- Completed the project pilot in less than four months to meet a pre-established alpha testing date
- Created a Software as a Service (SaaS) capability that was a decade ahead of its time
Vice President, Information Technology, Strategic Initiatives, 1995 – 2001
Beverly Enterprises Inc., Fort Smith, AR
Responsible for all strategic technology initiatives for this Fortune 500 healthcare company. Managed all aspects of application and systems architecture in 600+ healthcare facilities dispersed geographically across 32 states. Directed multiple nationwide rollouts, including replacement of over 11,000 desktops and 2,500 printers, Windows 2000 and active directory implementation, replacement of the Wide Area Network, and development of web based clinical and financial front end applications. Developed the strategic shift to a centralized application architecture designed to significantly reduce the cost and complexity of automation in remote facilities.

- Led a team of 20 systems engineers and up to 150 project members through multiple successful nationwide rollouts
- Managed over $50M in contracts for computer hardware, software, and services
- Developed the company’s first formal comprehensive RFP process for IT acquisitions

Commander, 188th Security Forces Squadron, 1983 – 2002
Arkansas Air National Guard, Fort Smith, AR
Responsible for all aspects of the leadership and management of a 73 person squadron as a Reservist. Ensured squadron members received proper training and equipment for their wartime mission. Following 9/11, deployed multiple teams around the world in support of the Global War on Terrorism. Responsible for the overall security of the base resources and personnel, including multiple regional air shows involving over 80,000 attendees. Created a “worst to first” story, turning a troubled squadron into the top squadron on base through an environment of teamwork and commitment to excellence.
