Environmental Permitting: Conducted ecological studies and environmental permitting for energy, government, and industrial clients, including site selection, threatened and endangered species surveys, wetland delineation, water quality, Site Certification Application, and NPDES permitting. Established and oversaw data collection programs assessing aquatic communities, prepared applicable permit application sections, interacted with regulatory agencies, and developed and assessed compliance and mitigation strategies. Performed baseline assessments of aquatic communities for numerous site certifications and monitored aquatic populations following project development and within mitigation areas. NEPA and Environmental Assessment/Compliance: Performed numerous Phase I/Phase II Environmental Site Assessments (ESA) and other due diligence for government and private sector clients. Performed compliance assessments at National Guard facilities throughout Alabama and Tennessee as part of the Environmental Compliance Assessment System (ECAS) in order to determine facility compliance with federal, state, and local regulations. Participated in the preparation of numerous Environmental Assessment (EA) and Environmental Impact Statement (EIS) reports for natural gas industry and government clients in fulfillment of their NEPA requirements. Conducted on-site construction and restoration oversight and inspection on numerous natural gas pipeline projects for government and third-party clients. Responsible for the preparation of water resource and fisheries sections of Resource Reports prepared as a part of Permit Applications for licensing of proposed interstate natural gas pipeline projects under Federal Energy Regulatory Commission (FERC) control. Environmental Assessment and Compliance highlights include:

• Preparation of over twenty EA/EIS for natural gas pipeline projects under the jurisdiction of FERC as a FERC contractor or third-party contractor.

• Preparation of FERC Section 7A applications for two natural gas pipeline projects and three liquefied natural gas terminal/pipeline projects.

• Performed over one hundred construction compliance inspections of natural gas pipeline construction and/or right-of-way restoration as a FERC contractor or third-party contractor.

• Assistant Project Manager for two FERC third-Party Compliance Monitoring Programs for natural gas pipeline projects.

• Performed and/or managed over fifty ESA and due diligence projects nationwide.

Site Assessment and Remedial Investigation: Supported site assessment and remediation groups for government and private clients, including RCRA, CERCLA, NPL, and UST/LUST sites. On-site activities included geophysical and hydrogeological studies, soil boring and monitor well installation, and environmental sampling of soils, surface water, groundwater, sediment, and biological tissues. Familiar with USEPA Region IV Standard Operating Procedures. Experienced in site investigation activities performed in protection levels D, C, and B. Developed and implemented several ecological risk assessment studies to determine the influence of hazardous site contaminants on the aquatic communities.
