• Currently taking on the responsibilities of two senior executive roles within the company reporting to the CEO.
• Overall responsibility for all major programs within the company.
• Created a Program Management Office based on PMI principles.
• Developed ISO 9001:2008 certified processes for the Program Management Office.
• Supervise all program managers in their roles leading their respective programs.
• Lead all company business development and capture activities across all four business segments (Weather Systems, Engineering Services, Information Display Systems, and Aviation Systems).
• Developed new strategic alliances with large primes such as Harris, ITT, and Raytheon as well as international based organizations.

Senior Program Manager
• Managed a $250M IDIQ contract, reporting directly to the Vice President, for the development of the Operational Test-Tactical Engagement System (OT-TES) for the Army Operational Test Command which represents the future objective test system for the Army.
• Took over the OT-TES program that was over budget and behind schedule with technical shortcomings to successfully pass initial Developmental and Operational Tests (DT/OT) and ready for transition to Low Rate Initial Production.
• Lead the Network Systems Business Unit in the Government certification of our Earn Value Management Process.
• Managed two Firm-Fixed Price contracts to plus 20% profit from a contract negotiated fee of 13%. Full responsibility for P&L.
• Brought in over $35M of new program funding in less than two years with an additional $35M expected to be awarded by the end of 2010.

Program Manager/Business Development Manager
• Lead the business development for advanced wireless communications and urban operations technologies for the Advanced Technologies division.
• Managed the implementation and demonstration of a new secure facilities concept using biometrics for wireless secure access, tracking, and automated situational intelligence.
• Managed the development of a robust urban voice communications approach using “phoneme” speech recognition, predictive routing, and multi-layer waveform that was assessed for transition to FCS and other classified customers.
• Managed the development of Wolfpack, one of DARPA’s top rated programs, which demonstrated the first ever multi-sensor ground based geolocation.
• Managed the successful implementation of a wireless communication infrastructure for Army robotic sentry vehicles that will be heading into production in 2008.
• Developed and pursued a Fly-by-Light (aircraft control using fiber optics) concept through AFRL that received over $1.5M in congressional plus-ups.
• Created a full development program for High Power Microwave (HPM) from a seedling funded activity.
• Initiated a research program for the development of a new compact brushless DC motor for rappelling buildings with “Spiderman-like” maneuverability.
• Managed the development of power-efficient networks for unattended ground sensors as part of DARPA’s Connectionless program.
• Successfully collaborated with other sister divisions in the proposal development for microelectronics, communications, and underground facility detection.

Program Manager/Business Development Manager
• Managed the development of the DARPA’s objective Future Combat System Communication (FCS-C) System consisting of advanced concepts in modular software radios, low cost conformal directional antenna arrays, digital beamforming, and mobile ad-hoc directional networking.
• Managed the successful development of the Ultra Comm radio, a software defined, PCMCIA wireless communication system.
• Managed key technology areas in the Airborne Joint C4ISR Node program, a large-scale multi-function C4ISR payload focused on communication interoperability and range extension, high-speed data transmission, signal intelligences, multi-level secure networking, and multi-channel interference.
• Integrated state-of-the-art technologies such as Silicon-Germanium (SiGe) RF Application Specific Integrated Circuits (ASIC) and MicroElectroMechanical Systems (MEMS) in prototype systems.
• Initiated a new business strategy focused on a market niche for multi-functional systems based on re-configurable PCMCIA modules.
• Lead the business development activities for advanced wireless communications and created over $36M of new business through leveraging the Ultra Comm technologies.
• Successfully continued the transition of the FCS communications system development as part of the FCS System Development and Demonstration (SDD) program.
Naval Air Systems Command May 1991 – September 1997
Avionics Systems Project Officer
• Managed the development and integration of all new avionics systems for an entire aircraft (EA-6B) block upgrade program that included new inertial navigation system, global positioning system, radios, radar, jamming transceivers, and mission computers.
• Headed the Software Support Activity Center responsible for upgrading and maintaining the embedded control software for the aircraft.
• Led the technical development of multiple RFPs including naval aviation’s high profile, congressionally mandated aircraft upgrade program (EA-6B ICAP-III).
• Successfully executed the redesign of the Receiver Processor Group (RPG), a state-of-the-art electronic countermeasures system.
