Business process analyst for the Virtual Contracting Enterprise (VCE): VCE is an IT system being developed to digitize all documents related to the procurement of goods and services needed by the US Army. I provide strategic and tactical level support by gathering functional requirements and ensuring these requirements are provided in the application. I develop and brief all documents required for the VCE’s Department of Defense (DOD) level program reviews. Some of the documents reviewed include: program budget, application development and implementation milestones, Privacy Individual Assessment (PIA) form DD2930 , Clinger Cohen assessment, business case that identified problems, boundaries, DOTLMP, expected benefits, Analysis of Alternatives, and recommendations. I coordinate the development of Business Enterprise Architecture (BEA) requirement documents such as OV-1, OV-6c and SV-5. Development of these documents required extensive coordination with multiple functional groups within HQ AMC and with HQ Department of Army functional experts. The program has been approved without condition at every review.
Business Analyst for HQ AMC Civilian Personnel Directorate: I re-engineered the business process used within the personnel office from a batch oriented environment to a real time transactional operation. I setup the database servers and designed and developed all input/output screens that were handling daily transactions. Performed all database design, updates, backups, queries, and server operating system updates.
IPT member for Electronic Document Access (EDA): I review and analyze business process change requests as this acquisition application evolves from a repository of PDF files into a database filled using information conforming to the Procurement Data Standard (PDS). I monitor EDA activity to ensure only authorized users gain access to the database
Command Lead for Wide Area Workflow (WAWF): This IT business program provides organizations the ability to receive and accept goods and services electronically. I represented Army during the initial business process design and later led a multifunctional team implementing this business application throughout the Army Materiel Command (AMC). AMC was the first Army command to have this fully implemented saving the organization between 10 -20 Million dollars annually in both processing and interest penalty costs. This was a multiyear endeavor requiring extensive communication throughout all AMC logistic, resource management and contracting communities
Program Manager: Responsible for AMC’s premier symposium. At this annual event, attendance is limited to 2 Star General Officers or higher and corporate Chief Executive Officers or Chief Operating Officers. As Program Manager I regularly briefed AMC’s 4 Star Commanding General, the Assistant Secretary of Army (Acquisition, Logistics, and Technology) and the corporate co-host (such as the CEO of Raytheon and United Technologies). The ideas generated from this forum formed the basis of the Defense Acquisition Workforce Improvement Act (DAWIA).
Program lead for Standard Procurement System: As the command POC, I led the business process re-engineering effort and deployment of the DOD SPS program throughout AMC. I worked on both the Joint Requirement and System Configuration committees and provided System Administrator training, architectural infrastructure requirements, software/hardware interface requirements, along with policy guidance to AMC subordinate commands. AMC is the largest procurement community within the Army and the Army was consistently the first DOD component to adopt new configurations.
