•Experience during military tenure from August 1981 through January 1992 consisted in working in both a US Army Finance and Accounting Office working with budget procedures, rules and regulations implemented by the GAO and military headquarters. These procedures included dealing with fund obligations, fund cites and fund controls and charging the appropriate cost centers and making proper adjustments in the event of deviations. Bachelors Degree with a major in Accounting. Degree obtained in June 1988 from the University of Puerto Rico.
