Introduction
Mr. Allen has over 44 years of experience in the construction field, holding his general
contractor's license in both California and Nevada. He has managed and coordinated
jobs with architects, city building and planning, sub contractors and owners. He has
maintained small to large crews. Mr. Allen brings with him a wide variety of experience.
Relevant Experience June 2004-February 2012
City of Carson, North/South Water Transmission Main Project Phase 2 Inspection
services for this $7 plus million dollar project. Six miles of 24-inch water line installation.
Inspection services included pipe line install, fire hydrants, air vac. Vaults tie in to
existing water lines, hot taps, roadway construction and paving, concrete curb and gutter
and sidewalks, ADA compliant ramps. Monitor Traffic Control, and SWPPP operation.

City of Carson, Edmonds Sewer Relocation. Construction Inspector. In order to make
way for the Carson City Freeway Phase 2B, relocation of the sewer line along South
Edmonds Drive was needed. This project installed 3,256 feet of 8” PVC sanitary sewer
main which included 10 manholes and 12 sanitary sewer laterals with clean outs. This
project included 10,030 square yards of bituminous surface that was pulverized and
replaced with plant mix bituminous pavement.
Eastern Placer County, On call Inspection Services. Construction Inspector, provided
inspection services for numerous Placer County projects. Gas line replacement in
residential neighborhoods, installing new gas line in the streets and individual home
services. Inspection of trenching, gas line install, trench compaction and paving.
Monitored all stock piles and spoils for SWPPP compliance.
Water line replacement. Inspect the installation of an 8-inch water line, trenching,
bedding material back fill and compaction. Compaction in the residential streets o Kings
Beach. Monitoring of all stock piles and spoils throughout the job site for SWPPP
compliance.
Water line installation at McKinney Cascade. Install 8-inch water line through the
neighborhood. Crossing a creek with the water line suspended next to the bridge
crossing. Inspection of all phases of construction and the monitoring of all SWPPP
protected areas.
Crystal Bay Water Line. Inspection for install of the water main crossing HWY 29 at the
state line. Construction took place on sides of Nevada and California. Inspection of
trenching, water line, bedding material, trench back fill, compaction, and paving.
Monitoring of all SWPPP protected areas.
Mardis Camp Sewer Line Install. Inspection of new sewer line in the subdivision and all
SWPPP areas throughout the construction area.
Paving projects at Tahoe School parking lot and North Tahoe Marina. Inspection
included grading, base material compaction and paving. Monitoring of all SWPPP areas
on the construction sites
City of Reno, Reno Ballroom/Convention Center. Construction Inspector. Mr. Allen
provided inspection services for this $25 million, 54,000 SF ballroom/convention center
in downtown Reno. His duties included inspection of demolition activities for the existing
facility; coordination with local utilities for relocation of and new utilities; inspection of all
site work, foundation, slab-on-grade, structural steel, metal decking, roofing, EIFS,
interior framing, interior finishes, site concrete and asphalt, landscaping, fire sprinkler
systems, plumbing, HVAC, electrical, and commissioning work; and coordinating special
inspections for code compliance. Mr. Allen also worked on the B/C review for this

Nevada Department of Transportation, Carson City U.S. 395 Freeway. Construction
Inspector. Mr. Allen provided inspection services on this $69 million freeway project. His
duties included inspection of erosion control activities, fence installation, traffic striping,
bridge coating, sound wall installation, coordinating survey crews, and creation and

Nevada Department of Transportation, Foothill Road Improvement Project (Minden, NV).
Construction Inspector. Mr. Allen provided inspection and office engineering services on
this $6.2 million roadway improvement project. His duties included the performance of
document control and construction staking activities, as well as inspection of cold mill
recycling, dense open grade paving, grading, traffic striping, guard rail installation,
pavement marking placement, and creation and review of punch list work. (For SF 330:

City of North Las Vegas, Justice Facility. Construction Inspector. Mr. Allen provided
inspection services during the construction of the new two-story, 96,000 SF, $30 million
justice facility. His duties included inspection of interior framing, EIFS, interior finishes,
fire sprinkler systems, site concrete and asphalt, prisoner cell equipment, plumbing,
HVAC, electrical, and commissioning work. Mr. Allen also was responsible for
generating the punch list and monitoring the correction of the punch list items. (For SF

San Ysidro School District, Oceanview Middle School. General Superintendent. Mr.
Allen provided preconstruction services on this $24 million, 70,000 SF middle school
project. His duties included participation in the B/C review, creating construction
estimates, coordination of contract documents, and providing project delivery method
