Program Manager, HHC, 316TH Cavalry Brigade, Ft. Knox, KY 2009 - 2012
Serve as the Senior Logistic Analyst for the 316th Calvary Organization. Analyze and evaluate, requirements/ development of project plans to determine the effectiveness of acquisition programs and contract operations to meet established organizational goals and objectives. Responsible for planning, staffing, execution, reporting and closeout of projects and provide expert judgment to meet customer expectation. Supervise 120 personnel and oversee an operational budget of $10.2 million dollars and installation property valued at $1.2 billion dollars. Provide technical advice and guidance to the Director as the Team Leader and Contracting Officer Representative (COR), engaged in developing new contracts and acquisitions. Plan and manage the efforts of the contractor and government personnel to ensure requirements of the Federal Acquisition Regulation (FAR), and Statement of Work are performed. Reviews Contracts Data Requirement List (CDRL), interprets and applies guidance described in regulations and publication as it relates to contract operations. Manage the contract process from the award until completion. Plans and ensures deliverables are within delivery order date. Maintain cognizance, while coordinating and integrating all required actions to ensure assigned projects are supported in a timely manner and as efficiently, effectively and economically as possible. Manage and develop logistic directives to ensure training goals are accomplished and provide oversight management of equipment/weapons systems and associated logistics program impacts.
Supervise and manage personnel on ILS/MANPRINT matters in the areas of New Equipment Training (NET), supply, maintenance, instructor training, manpower, personnel management, transportation, budget, financial management and management information systems. Attend and serve as a representative at TRADOC and DA briefings for manpower work groups to ensure employees were trained and considered as the key factor in total system performance in the development and acquisition of all systems. Provide recommendations along with training plans to support Doctrine and Tactics to TRADOC. Supervise the development sustainment training program for instructors and key personnel as part the NET Team operation and deployments.
Direct and coordinate managerial supervision over the Inspection Program, Integrated Logistic Support(ILS), procurement, supply chain management, transportation fleet management, new equipment fielding, property accountability/ management, property disposal, inventory, maintenance, shipping/receiving, training and property book operation.
Supervise and train personnel in the areas of force structure, budget planning, Property Book User Supply Enhanced (PBUSE), SAMS, supply requirements determination, procurement authorization, General Funds Enterprise Business Systems (GFEBS) process. Oversee management/maintenance of equipment/weapons systems, Logistic Information Warehouse (LIW), Integrated Logistics Analysis Program (ILAP) and associated logistics program impacts. Maintain cognizance, while coordinating and integrating all required actions to ensure assigned systems are supported in a timely manner and as efficiently, effectively and economically as possible. Maintain continuing liaison with DA/ DOD agencies, activities and units engaged in logistics activities.
Logistic Manger/Personnel Supervisor, 500TH Military Intelligence Brigade, Schofield Barracks, HI 2006 - 2009
Managed personnel procurement program assisting in Army wide personnel readiness, ensuring sufficient human resources were qualified, trained, developed and distributed consistent with DA guidance and TDA manpower requirements. Managed force alignment through the retention, transfer, or enlistment of qualified personnel with critical skills utilizing Military Personnel (MILPER) Messages. Managed support Soldier for worldwide missions for Operation Iraqi Freedom (OIF) and Operation Enduring Freedom (OEF).
Conduct management review for assigned systems, equipment and facilities to determine solutions and preventive actions to logistical problems to circumvent potential program slippage. Lead a team of diversified logisticians and technicians in conducting discipline assessments of such situations. Communicate these plans effectively through staff calls, briefings, email, and office visits. Logistics/Personnel Manager, HQs, 599th Transportation Group, Wheeler Army Air Field, HI 2005-2006
Managed logistical support for a Transportation Group Headquarter responsible for the welfare, safety and training of 53 personnel. Managed $10.5 million worth of equipment. Served as the Property Book Officer, maintaining accountability for property management. Managed the Government Purchase Card Program for three Transportation organizations located in Pusan, Korea, Okinawa and Yokohama Japan. Served as the advisor to the Group Commander and Senior Personnel Manager on critical support missions such as Operation Iraqi Freedom (OIF), Cobra Gold, Thailand and Northern Edge, Alaska.
