My work experience includes over 30 years in Environmental Protection with 25 years of permitting various environmental systems in Florida, including Industrial and Domestic wastewater permitting, NPDES, and permitting under the Power Plant Siting Act. The permitting included all aspects of environmental protection of water resources. Processing included design review of all types of pollution control equipment from oil/water separators to complete industrial wastewater systems with chemical treatment, sedimentation, clarification, filtration, sludge treatment etc. I have reviewed wastewater collection system permits and various flow measuring and sampling schemes as part of permit applications. The reviews required my familiarity with the various Florida Administrative Code Rules relating to the given permit applications. The permitting activity has required that I communicate with design engineers, system owners, contractors and State and Federal Personnel during the processing of the permits in compliance with the Administrative Procedures. I have been involved in drafting new Environmental Protection Board Rules and Permit Guidance Documents and participated in drafting the Water Quality Plan for the City of Jacksonville, Florida. On many occasions I have written detailed permit provisos for monitoring compliance with water quality criteria such as bio-assays, heavy metals, mixing zones, etc.
