PROFESSIONAL EXPERIENCE

Professional work experience spans over 20 years specializing in civil engineering, geotechnical engineering, and environmental remediation projects. Managed a geotechnical department and projects including site investigations (subsurface soils/sediments and groundwater); civil and geotechnical engineering analysis, facility/remedy design; and construction management for CERCLA sites, hazardous waste facilities, municipal and solid waste landfills, wastewater treatment plants, water resource facilities, dams, offshore facilities, tunnels and nuclear power plants.

SELECTED MANAGEMENT AND PROJECT EXPERIENCE

February 2012 - Present: Independent Consultant

• Offering Services in the Environmental and Geotechnical engineering fields.

August 2011 – February 2012: Eco & Associates, Inc., Senior Project Manager

• Prepared Workplan for groundwater well abandonment including Workplan, HASP, SAP and Waste Management plans for the USACE at the Los Alamitos JFTB.

• Manage Operation, Maintenance and Monitoring of a landfill at Los Alamitos JFTB including preparing the OM&M Plan, scope and budget.

• Prepared proposals for environmental consulting and remediation services including qualifications, scope, schedule and budget for Port of Long Beach and USACE.

2009 – August, 2011: Project Navigator, Ltd., Associate and Independent Consultant

• Providing independent evaluations and Project Management to Project Navigator, Ltd. on Superfund sites including Waste Disposal Inc., Ascon Landfill, and the BKK Landfill.

• Providing expert consulting associated with groundwater contamination in the City of Rialto.

• Evaluating required activities for industrial/commercial sites for Karney Management Company including slopes, drainage and asphalt section design.

2005 – 2009: Project Navigator, Ltd., Senior Project Manager

• The Project Coordinator/Project Manager for the Waste Disposal Inc. Group, WDIG (the Potentially Responsible Parties), for OM&M activities including sampling and evaluation of in-business air quality, soil gas, groundwater and gas treatment system. At this multi-party site, led discussions/negotiations with stakeholders including the WDIG, EPA, DTSC and community. LFG migration control was part of the remedy to mitigate potential for impacts to operating businesses on the site and groundwater. Key to the success of the OM&M activities included achieving reductions in OM&M activities. Represented the WDIG interests in evaluating/supporting redevelopment plans for the Site to assure continued remedy performance.

• Provided expert consulting on groundwater perchlorate contamination evaluations in support of a landowner in the City of Rialto.

• Developed an approach to remediating groundwater contamination being caused by landfill gas migration at the OII Landfill. The approach included installing deep gas extraction wells in zones where gas migration control was not occurring. Also supported New Cure, Inc. in designing the North Parcel cover and gas control remedy.

• At the Ascon Landfill Site, developed a conceptual design to achieve compliance with South Coast Air Quality Management District, Rule 1166. The design resulted in tens of millions in savings over the off-site disposal option. The design included methods to achieve continuous VOC emissions control while constructing a 400,000 cubic yard stockpile of VOC containing waste. The design included daily, interim and final covers and a gas control system consisting of header and collector pipes and a treatment system.

• For the City of Montebello, California, developed/conducted a Phase II site evaluation and remedy selection in support of redevelopment of parcels constructed over the Chapin Road Landfill. The primary issues of concern were LFG control and expected settlement.

2002 – 2005: Essentia Management Services, LLC, Senior Consulting Professional

• Responsible Professional and Construction Manager for remedy design and construction at the Waste Disposal Inc. Superfund Site. Remedy included RCRA B & C covers, soil gas monitoring probes, groundwater monitoring wells, drainage systems, gas migration control and treatment system, and leachate control and treatment system. The RCRA C covers included soil, asphalt, and concrete sections in selected areas to achieve the lowest cost. Managed and was the lead design engineer and in Responsible Charge for preparing the design for closure of the Waste Disposal, Inc. (WDI) inactive landfill site. The WDI site, a 38 acre parcel, is located in Santa Fe Springs, CA. Work included preparing design plans, specifications and a design report.

1988 – 2002: TRC (formerly Environmental Solutions, Inc.), Senior Project Manager

• Managed geotechnical analysis and design for the closure of the Waste Disposal, Inc. Superfund site. Work included designing and implementing the geotechnical site investigation program, geotechnical laboratory testing and engineering analysis including bearing capacity, settlement, slope stability and infiltration. The closure design included a methane gas collection and treatment system, cover and drainage facilities.

The following engineering analyses were completed in support of the closure design:

• Liquefaction potential

• Soil gas generation, migration potential and gas collection system design

• Surface water hydrology

• Hydraulics design of storm water runoff controls

• Slope stability and permanent displacement under seismic loads

• Settlement of the landfill and the associated strain that the cover components would be subjected to

• Bearing capacity of the thin cover over soft waste associated with highway truck loads

• Infiltration analysis of alternative covers and the regulatory specified cover

• Erosion and soil loss

• Equivalence of the alternative covers and the regulatory specified cover

• Asphalt and concrete structural section design

• Site seismicity and base rock acceleration

• Managed geological and geotechnical site characterization for a horizontal underground crossing of a major drainage to install fiber optic cables using trenchless technology. Subsurface characterization included drilling, sampling and laboratory testing.

• Managed conceptual design and cost estimate preparation for a tailings disposal facility in support of establishing Financial Assurance in accordance with the CCR, Title 23 at the McClaughlin Mine.

• Managed preparation of technical sections related to soils, geology, seismicity, hydrogeology and hydrology in support of an Application for Construction (AFC) for EnergyWorks at five sites.

• Managed design and specifications for a methane mitigation system at the Domestic Commercial Fishing Village for the Department of Transportation-Hawaii in Honolulu, Hawaii.

• Managed the design and specification for a ground water extraction system for Rivermark Development which consisted of two biopolymer, gravel filled trenches (30 and 50 feet deep), pumps, sumps, controls and piping.

• Provided senior review of technical evaluations of slope and landslide stability at the proposed Juniper Sierra High School site for the Busch Firm.

• Provided permitting support including submittal of applications for sewer discharge and water supply related to development of a 150 MW peaking power plant for Merchant Energy Group, a subsidiary of TransAlta.

• Project Manager for evaluation of LFG generation and design of LFG migration control system including horizontal and vertical collectors, connectors and header pipes, condensate knockout, blower, flare and H2S removal at a Wood Recycling, Inc. facility.

• Task Manager during assessment of 15 closed landfills for the IWMD of Orange County. Scope of Work included literature review, field investigations at selected sites, preparation of reports, evaluation of types and costs for remediation. Primary focus was on potential LFG migration and ground water quality impacts.

• Project Manager of activities being completed for Waste Management at the 4,000 tpd El Sobrante landfill in Riverside County, California. The activities included conceptual planning and engineering; expansion cell design and construction; environmental monitoring and reporting for stormwater, ground water and air quality; LFG control system design and construction; operation and maintenance of environmental controls; NPDES permitting; closure and post-closure cost estimate and plan preparation; capacity assessment; and permitting assistance.

• Participated in stability analysis and reporting for the North Interim Cell of the Sycamore Landfill in San Diego, California. Activities completed for this work included: assessing the geologic setting and conditions including geologic mapping, borehole/drilling and sampling, test pits, and laboratory testing; faulting and seismicity evaluations, slope stability and landfill deformation analysis.

• Evaluated the stability, settlement and erosion potential of a Class I landfill at the Feather River site for a vertical expansion.

• Conducted a preliminary static and pseudostatic slope stability assessment of intermediate slopes and final cover for the Penn Mine waste rock disposal cell.

• Project Manager for implementation of the Third Partial Consent Decree at the Operating Industries, Inc. Landfill. The project entailed predesign and site assessment studies to develop analytical models, reporting, design, and construction management activities. Components of the remedy include final cover, LFG control system, and drainage control at the 190 acre landfill site. Reports included: Superfund management plans; technical memoranda describing field studies; predesign reports to evaluate alternatives; design reports including drawings and specifications. Construction management completed for site characterization studies, pilot testing of alternatives and LFG migration control systems.

• Project Manager for the oversight of the USEPA’s work on the RI/FS preparation predominantly related to ground water and its quality and associated remedial alternatives evaluation at the OII landfill. This work for the PRPs included review and comment on the USEPA’s Hydrogeologic, RI and FS reports. Prepared focused position papers for the defendants on site characterization and alternatives evaluation.

• Assistant Project Manager on a 5-year (multi-million dollar) project consisting of site control and monitoring at the OII landfill. The project activities include maintaining and improving all onsite operational facilities including the LFG migration control system (wells, header, piping and flares), the leachate collection system, drainage system, access roads, monitoring wells (for both perimeter gas migration, offsite gas migration, ground water, and leachate and slope movement instrumentation). Work also included the development of the detailed Operations/Master Plan and conducting the feasibility study to select the most appropriate cover, gas, and leachate control systems for landfill closure.

• Providing technical input to the PRPs to identify the final remedy needs including those related to establishing final cover (drainage, erosion control, surface gas collection, and water infiltration control), LFG migration control, and leachate collection and treatment as part of the CD-3 negotiations with the EPA.

• Lead for geotechnical engineering and assistance in incorporating results of the study in the detailed design for the B-18 landfill at the Kettleman Hills facility for Chemical Waste Management, Inc.

• Evaluated suitability of various borrow sources relative to providing a low permeability soil cover for the BKK landfill, West Covina, California. Provided geotechnical support for design of the landfill railroad spur and intermodal. Assisted in the design of required ground water and vadose zone monitoring systems.

1986 – 1988: CH2M Hill, Inc., Department Manager

• Managed geotechnical engineering and LFG RI/FS tasks for closure of 120- and 40-acre landfills at an NPL site in compliance with CERCLA. Included installing gas monitoring wells and assessment of cover and landfill slope stability.

• Assisted in managing site characterization and engineering design of foundations for a 15-mgd wastewater treatment plant.

• Managed geotechnical aspects of an EIR/EIS for a coastal development in an environmentally sensitive lagoon. Project included borings, sediment sampling, geotechnical and analytical laboratory testing, slope stability of dredged slopes at an interstate overpass and regulatory reporting.
