Land Development Manager

BACKGROUND:

Twenty-seven years of experience as a land use planner, environmental consultant and senior project manager in the private sector in Washington State. Specializing in developing and facilitating the entitlement of complex land use projects including master planned communities, multi-family apartment developments, shoreline projects, surface mining operations, environmental impact statements, comprehensive land use planning and a wide range of land use permits. My work has encompassed all aspects of the Land Development Manager position including:

Land Development Planning and Permitting: Prepared and coordinated permitting for a wide range of land use development projects. Designed, processed and permitted hundreds of preliminary plats, site plan approvals, rezones, conditional use permits, shoreline permits, and mining permits in Washington State. Permitted numerous multi-family site developments. Extensive coordination with municipal, county and state agencies for the approval of projects and permits including public meetings, hearings and presentations.

Environmental Documentation: Extensive experience in preparing, processing and facilitating environmental documents and leading consultant teams for the preparation of 12 EIS documents for private land development projects in Washington State . Extensive experience with, NEPA, CEQA and SEPA regulations and preparation of environmental documents under these regulations.

Project Management: Project manager/senior project manager for master planned communities, multi-family projects, subdivisions, conditional use permits and other land use permits; managed environmental teams for EIS preparation, managed engineering teams for construction plans development, managed the preparation of proposals and all phases of project development and progress and handled client relations, budgets, change orders, billing and collections for company projects.

Agency Coordination: Have been responsible for all aspects of agency coordination including pre-development meetings, in progress meetings, negotiation of conditions of approval, environmental issue resolution and and public hearing representation.

Critical Area Regulations: Extensive knowledge of critical area ordinances for numerous jurisdictions, processing state and federal permits including

Army Corps permits and state mining reclamation permits.

Business Development: Lead person for business development including the preparation of statements of qualifications, general marketing materials, and project specific competition materials. Preparation of short list presentations for project teams

Public Involvement and Presentations: Extensive public hearing and public meeting experience in connection with comprehensive plan development, land use approvals, DOT highway projects, transit plans, municipal master plan updates, and EIS preparation.
