Assistant to City Manager The principal function of this position is to provide administrative support for programs and projects organized and initiated by the City Manager. This class is distinguished from the class of Deputy City Clerk by the performance of additional administrative duties. The work is performed under the direct supervision of the City Manager but considerable leeway is granted for the exercise of independent judgement and initiative. Direct supervision is exercised over the work of employees in the class of Deputy City Clerk and Customer Service Representative I & II, Facilities Maintenance, Receptionist, and Executive Secretary. An employee in this class performs the duties of other employees within the City Manager's office as required or as assigned by supervisory personnel. The principal duties of this class are performed in a general office environment, however due to diversity of responsibilities; travel in and out of state may be required.

* Coordinates special projects involving a wide range of issues within the City government structure, including researching requested data, analysis of issues, administrative support to City departments and program implementation;

* Composes letters and memoranda to the City Council for the City Manager's approval and signature;

* Prepares data and performs research at the request of the City Manager;

* Prepares agenda summaries, resolutions and ordinances for the City Council following consultation with the City Manager and City Attorney, when necessary;

* Provides administrative support for Council meetings, including coordination of all meeting activities, distribution of all related information for council members and providing information to guests of the council and members of the public;

* Attends Department Heads meetings and may type agendas for special meetings as needed;

* Attends County Commission meetings to monitor any activities which will impact the City and keeps City management abreast of all relevant decisions;

* In consultation with the City Manager, performs budget preparation for the City, including preparation for the mid-year budget, annual budget, budget hearings and Capital Improvement Program (CIP);

* Coordinates the proper assembly of budget documents through consultation with the City Manager and Finance Director;

* Supervises the assembly of the budget working document and actual document for public review, checks budget for completeness and accuracy before completion;

* Responds to requests for information and complaints from the public and City Council members, including dissemination of information, researching information on complaints and resolving conflicts between citizens and City services as necessary;

* Prepares news releases for distribution to the media and represents the City and serves as a spokesperson as necessary and requested;

* Coordinates the City's use of the public access channel with the City schools;

* Works as staff support for Department Head Task Forces formed in the connection with the preparation of polices and or reports;

* Monitors activity at the State Legislature for bills that may affect the City;

* Monitors professional journals regarding issues of public administration and other issues affecting a municipality and provides information to the City Manager as warranted;

* Coordinates collection, revision and distribution of quarterly goal reports from all departments and distributes the report to the City Council;

* Performs the duties of the Deputy City Clerk and Customer Service Representative II in his/her absence;

* Monitors and assists City departments in reporting on the status of goals and implementation of specific activities or programs;

* Prepares grant and award applications as needed;

* Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions;

* Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;

* Attends meetings, conferences, workshops and training sessions and reviews publications and audio-visual materials to become and remain current on the principles, practices and new developments in assigned work areas;

* The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with other Department and City employees, County and State officials, representatives of the media and the public.

Director's Assistant The principal function of this position is to provide support & monitor all Environmental Services Department activities. This function also specifically includes providing administrative support to the Environmental Services Director and special environmental projects. In this advanced level considerable leeway is granted for the exercise of independent judgment and initiative. Duties are performed in support of the Environmental Services Director. The principal duties of this class are performed in a general office environment and various work sites throughout the City, in occasion to work conferences, meetings, travel, etc.
