May 2009 to Present, Vice President, F. Miller Construction, LLC, Lake Charles, LA,

Vice President of F. Miller Construction, LLC a wholly owned subsidiary of Orion Marine Group, Inc. Company started 100 years ago and was devoted to the bridge and building industry in Lake Charles, LA. Company averaged $10-15mm a year in steady work however when Orion purchased company the vision was to grow this company into a $50mm a year company. Since starting with F. Miller Construction, LLC in May of 2009 I have successfully built the management team and infrastructure to support this growth. FMC had 45 employees when I began working in May of 2009 and today we have over 174 employees. Our geographical area has been enhanced by USACE and private work. Today you will have to spend 13 hours of driving time between some 562 miles to cover all of our project sites. In 2010 we bid over $500mm in work to secure $74mm in new work. We began 2010 with record backlog of over $6mm, and in 2011 we began the year with over $44mm in backlog and had $4mm in 2012 on the books. We have built our foundation safely with a total recordable incident rate of .77 for 2010 and currently .067. We self perform most of our work with about 15% in subcontracts. My overall responsibilities are to provide at least 16% GP for our division on all projects. We have been stronger than this and it is due to the management staff “Team” that I have put together. We have tow respectable projects of mention Bayou Lafourche Water District dredging with upland disposal for $18mm and the I-210 LADOTD Bridge Fendering System for $26mm. Some types of construction we perform are: safety & risk management, marine construction, dredging mechanical and hydraulic, drilling and blast underwater and land, pile driving, wharf, bridge, and tunnel construction, site work, underground. I oversee the daily safe operations and resource planning for F. Miller Construction as well as the procurement of equipment and companies we are interested in. January 2007 to March 2009, Project Manager, Syblon Reed, Folsom, CA

Syblon Reed, Project Manager, Truckee College construction-In charge of all underground estimating, construction, equipment selections, and overall operations. Worked as subcontractor to Rudolph and Sletten Inc., developing all infrastructures to include water, sewer, duct banks, and gas from downtown Truckee and surrounding areas up to campus, thru campus and tied in loops Westside of city limits. Loaded over 283 trucks a day of mass excavation, installed 340lf of water and sewer line a day, dig, lay and backfill operations, used scrapers, dozer, and large excavator to top load trucks for 2.5 minute cycle times for loading. Also managed various other City of Folsom underground projects to upgrade water service to residents.

January 2000 to January 2007, Vice President, Fluor Daniel, Oceanside, Ca

SOLI-FLO Partners LP a Fluor Daniel/Xetex Company – Vice President Bottom line responsibility for this joint venture of Fluor Daniel, Inc. and Xetex Corp. from inception as a start-up company including preparation of business and marketing plans, staffing, development of dredging and ancillary equipment, marketing and sales and administration. Soli-Flo was established to bring a new material transfer technology to commercial practice with an initial focus on dredging type applications. Executive management responsibility for all asset and personnel related to Soli-Flo’s dredging operations. Specific responsibilities include the hiring, training and direction of project managers and the assignment of all dredging assets. Entails active involvement in all elements of dredge design, engineering and production as well as a variety of client interface activities. In Dallas, dredged the White Rock Reservoir, which for years was dying due to siltation issues and loss of drinking water capacities. Developed JV with local presence and installed a 20 mile pipeline to dispose of this dredged material and completed this project 8 months ahead of schedule safely. Booked new work and took startup-company from inception to over $25mm worth of new work. Managed all risks associated with performing this type of project. Sheet pile installations, SWPPP measures, Dewatering, Pile Driving, Wharf Construction. In California, assumed management responsibilities for all Fluor/Soli-Flo’s operations from procurement, management personnel, to providing 138 full time field construction personnel. Provided technical direction, bidding, contract administration, purchasing, and labor relations. Turned California office into first profit center in company history, by applying cost accounting to establish and document production of field crews. Located and executed sub-contracts with 12 subcontractors, set-up scopes of work, protocol for commencing construction activities, and safety while performing these operations.

1993 – 1999 Dutra Construction Company – Eastern Division Manager – Held Senior Management responsibilities for all dredging and marine construction activities on the East Coast. This included management of over 100 engineering, administration, and operations personnel and responsibility for approximately $22 mm in dredging assets. Record setting projects included below include wharf construction, pile driving, concrete docks, Levee and Dike construction, and transportation of water vessels. Received numerous awards for Port of Canaveral, and Jacksonville District Army Corp of Engineers for safety and quality of work.

Project Manager – Boston Third Harbor Tunnel - Executive Management level responsibility for the dredging portion of the Boston Harbor Third Tunnel project. This was a $40mm dredging, drill & shoot marine construction project. This leading-edge infrastructure project entailed installation of a 3,200 foot underwater vehicle tunnel and included the schedule-critical dredging of contaminated harbor sediments, which required upland disposal. This was followed by ocean disposal of the underlying clay and glacial till which preceded the drilling and blasting of approximately 500,000 cy of bedrock to reach final grade. I had a staff of 138 working 24/7 for 2.5 years.

Project Manager – Cape Canaveral, Florida – Two concurrent dredging projects with a collective value of $12.8mm. Scope included both new and maintenance dredging of approximately 650,000cy of packed sand in the Canaveral port area and the construction of Cruse Terminal 10, a 1500ft pier structure that included piling and timber construction. Near shore disposal. Project received two US Army Corps of Engineers awards for outstanding performance.

1983 – 1993 Dutra Construction Co. – Division Manager – Southern California, Laguna Niguel Lake Restoration. Overall management responsibility for a wide variety of dredging projects in the Southern California region. Projects included maintenance dredging, Levee maintenance and construction, beach sand replenishment, environmental remediation, and miscellaneous marine construction. Worked with Orange County Environmental Management Team.

1979 – 1983 Shellmaker, Inc. – Construction Manager – Port Sonoma, California – directed the activities of Project Managers and Construction Superintendents on a wide variety of dredging clamshell and hydraulic and marine construction projects. Specific responsibilities included the hiring and training of key personnel, establishment of production levels, estimating, client liaison activities, and regulatory agency interface.
