PROFESSIONAL EXPERIENCE
District Department of Transportation (DDOT), Transportation Planning and Policy Administration, Chief, Statewide and Regional Planning Branch (2008-current)
Mr. Cleckley leads the Statewide and Regional Planning branch which is responsible for developing the District’s Statewide Transportation Improvement Plan (STIP), conducting regional systems plans and overseeing a multi-million dollar State Planning and Research program. In addition, Mr. Cleckley provides oversight for all regional bus transit services, motorcoach and freight traffic in the District by developing various policies and regulations that promote efficiency, safety and reliability of the transportation system.
Key Management and Leadership Successes
Lead coordination of a portfolio of 500 federally-aided transportation projects worth 130 million dollars; improved State Transportation Improvement Plan (STIP) development process to create efficiency with project identification, vetting and selection.
Represents the District of Columbia on National Capitol Regional Transportation Planning Board; represents DDOT on Union Station Redevelopment Corporation Board. Coordinates on significant projects with the Executive Office of the Mayor.
Develops District-wide multimodal policies and regulations regarding commuter transit, intercity and tour bus operations through extensive coordination with industry and communities.
Lead negotiations with CSX Transportation, the one Class I freight railroad in the District of Columbia. Provides consistent coordination regarding clearance projects associated with the National Gateway, a 1 billion dollar corridor investment plan to double stack rail trains from Ohio to North Carolina.
Perform outreach to numerous industry representatives, city councilmembers, residents and community organizations through public meetings, focus groups and one-on-one session regarding future transportation plans.
Wilbur Smith Associates (WSA) Senior Freight Transportation Consultant (2005-2008)
Mr. Cleckley served as a senior freight transportation consultant related to transportation planning, motor carrier operations and freight logistics. Mr. Cleckley conducted logistical and economic analysis of international, urban and statewide transportation systems regarding freight and bus movement to aid jurisdictions with transportation planning decisions.
Key Consultant Projects
Atlanta Regional Freight Mobility Plan, Atlanta Regional Commission (ARC)-Mr. Cleckley led in the execution of data collection efforts to identify and program transportation improvements to accommodate increasing freight movements in the Atlanta Region, incorporating current and future freight trends into the land use development process. (Project Budget: $1 million).
Gulf Coast Area Transportation Study, Mississippi Department of Transportation/Gulf Coast Area Transportation Study –Developed the 2030 Mississippi Gulf Coast Area Transportation Plan that focused on post-Katrina multimodal corridor development, regional goods movement, alternative transportation modes and transportation safety issues. Mr. Cleckley led the task to analyze and redefine the freight transportation system for the Gulf Coast region for the Gulf Regional Planning Commission (Project Budget: $250,000).
US Department of Transportation, Federal Highway Administration (FHWA), Office of Freight Management and Operations Transportation Specialist (2004-2005)
As the Professional Development Program participant with a specialty in Commercial Vehicle Management and Operations, Mr. Cleckley coordinated with various program offices within the US DOT.
National Policy Development and Oversight
Established a national signage program for the Manual for Uniform Control Traffic Devices (MUTCD) for truck accessibility to freight terminals, assisted in the development of Border ITS architecture and helped developed of travel time performance measures for freight significant corridors.
Produced freight system plans for the Regional Planning Commission in New Orleans, Louisiana, and the Delaware Valley Regional Planning Commission in Philadelphia, Pennsylvania.
Wal-Mart Stores Inc. Private Fleet Division, Freight Flow Manager /Lead Operations Manager (1999-2004)
Mr. Cleckley managed and directed the domestic logistics and supply chain operations for the private fleet division with a focus on supplier relations on the east coast.
Operations Management
Managed a multi-million dollar budget with 30 associates and over 300 commercial motor vehicle fleet drivers while coordinating the flow of merchandise with 80 suppliers in the southeast region.
Increased backhaul revenue by 17% and increased on-time pickup and delivery by 98.5% throughout the southeast.

DEVELOPMENT OF TRAINING COURSES
National Highway Institute, Advanced Freight Planning Course, Federal Highway Administration
Mr. Cleckley assisted in the development and served as a course instructor of a National federally aided training course to educate and train local Metropolitan Planning Organization (MPO) staff about transportation and logistics. The purpose was to assist MPO staff in incorporating freight movement into the planning process. This course was offered to transportation organizations at the state and local level.
National Highway Institute, Principles of Effective Commercial Motor Vehicle (CMV) Size Weight and Enforcement Course, Federal Highway Administration
Mr. Cleckley assisted in the development a course curriculum to educate and train state, and local public sector officials of effective ways of CMV enforcement. The course was designed to further improve truck size and weight enforcement from a statewide perspective. Mr. Cleckley served as the Deputy Project Manager for this project.
