Fire Protection, Loss Prevention, Process Safety &IH:

Responsible for conceptual and detail design, specifications and procurement of fire protection and safety systems. PHA facilitator.

Assume the full responsibility of Process Safety Staff Engineer which covering all related activities in the assigned area/field. Resolves major problems related to Process Safety and Risk Management. Applies sound engineering judgment and recommend practical risk resolution plans.

Guide and directs the Process Safety Engineers in all aspects of their engineering duties and career development plans. Actively contributes to the development of the Process Safety engineering skills and capabilities.

Prepare and issues the overall Refinery Risk Management Plans (RMP) on the long-range and annual basis for the Refinery On-going Operations. Coordinate facilitate and execute the assessments and studies per the RMP’s and report progress.

Lead and support Process Hazards Identification & Analysis, Risk Assessments and Process Safety Engineering Studies (e.g. Safety Releife/Flare, Blast Study, and Scenario Based Risk Assessment). Be abreast of the requirements and methodologies to effectively conduct these assessment and studies, in line with the GMOP 2.1. Develop team members to participate in the studies

Provide Engineering support to effectively implement risk management control / risk control programs such as Transient Operation HAZOPS, Scenario Based Risk Assessments, ISO Risks / Risk Units. Develop and Support Process Safety Programs to ensure high standards and effective Operations Integrity in the Refinery.

Develop & maintain the Refinery Risk Control Plan (RCP) to track all Process Safety Risks for Units, Off-site & Marine Terminals Operations. Report and Facilitate the Stewardship & KPI’s of the RCP with the Refinery Safe Operations Committee (SOC). Support Business Teams to resolve risks and report progress.

Lead and supports Process Safety Review and Assessments for Projects/New Facilities/Modifications, and ensure implementation of the related requirements

Lead the Project Management Team to review engineering packages related to Major Projects for New Facilities or Modifications (MOC) and provide the Process Safety Quality Control support throughout. Ensure compliance with the Process Safety Standards d & Practices.

Develop, deploy and ensure effectiveness of Process Safety Systems & Procedures.

Represent the refinery in Process Safety Networking activities and groups; maintain continuous contacts and interface with outside consulting parties in order to keep current practices.

Provide technical assistance to project engineers and other professionals in interpreting and complying with fire codes and standards; review all company projects and modifications to provide any fire protection recommendations.

Evaluate process engineering drawings, specifications, reports, and other documentation for compliance with fire codes, standards, and regulations

Conduct fire risk assessment and develop the contingency plan to prevent fire and to mitigate any risk.

Lead the periodic fire fighting systems audit in align with other departments/functions.

Participate on insurance audits and follow up of recommendations.

Serve as Center of Expertise representative during concept development; controls life safety design during initial phases of facility design and advises on concepts/designs regarding fire protection engineering.

Participate on investigations of fire emergencies incidents and provides appropriate recommendations as necessary. Analyses causes, determine preventive action to reduce these occurrences. Follows up on action plans to improve prevention skills measures in the plant.

Develop Industrial Hygiene Plan / Program for Refinery according to the HSEMS and inline with Company Code of practice and in coordination with the Exxon Mobil Senior Occupational Health Specialist.

Develop industrial hygiene monitoring system within the present HSE frame-work by providing training/ assistance to Company sites HSE professionals.

Direct the refinery radiation safety program, coordinate managing of radiation safety issues and advise the management on matters relating to radiation safety.

Conduct internal compliance/verification audit work practices to ensure compliance with safety related policies and procedures, updates existing regulations and recommend amendments as necessary to cope with modified international code and standards.

Formulate and recommend changes to refinery safety regulations/safety procedures to overcome deficiencies and to meet the needs of the company on specific circumstances and communicate/discuss such changes Team Leaders prior to recommendations.

Design and conduct development training for new Safety Engineers.

Environmental Engineer at YANPET from 08/11/1988 to 30/12/1990.

Obtain, update, and maintain plans, permits, and standard operating procedures.

Provide technical-level support for environmental remediation and litigation projects, including remediation system design and determination of regulatory applicability.

Inspect industrial and municipal facilities and programs in order to evaluate operational effectiveness and ensure compliance with environmental regulations.
