• Review the SOP, Preventive/Predictive Maintenance Plans and the subsequent revisions, submitted by 7 superintendents. Monitor plant maintenance activities by reviewing Daily Operations Morning Reports and daily direct report from superintendent. • Lead $11.2 million 2006 Phosphoric Acid- DAP and bagging plants turnaround.

Project Leader
• Perform all the Front End Loading FEL (Pre-Project Planning) efforts, all the strategic information for project Stakeholders to address risk and decide to commit resources of Complejo Petroquimico Moron (CPM) Expansion Project with adherence to PDVSA-GGPIC (Guia General de Proyectos de Inversion de Capital) and ENGINEERING DESIGN MANUALS,. Primary duties are to ensure that project is efficiently engineered, designed, procured against scope, standards, budget, and schedule. The project include four world scale plants (Ammonia, Urea, Sulphuric Acid, Phosphoric Acid and DAP). Project total cost $ 650 million.
• Coordinate the development of the CPM Expansion Project Chapter and obtaining the appropriate funding. This include the proposal write-up, justification, cost estimates, PEP, technology survey and evaluation, process selection, general specifications, basic engineering and overall project schedules of: Ammonia-Urea, DAP, Phosphoric Acid and Sulphuric Acid plants. Completion of FEL design package and obtain project authorization.
• Prepare Instruction to Bidders (I.T.B) for the new Ammonia-Urea and Sulphuric Acid projects. Coordinate Engineering and Operations Departments requirements. Coordinate and approve all the project documents deliverable, in order to ensure the final design conformed PEQUIVEN expectation and industry quality standards.
• Select Licensors and top Industrial process/petrochemical EPC firm, qualified to bid and coordinate with them, during the bidding process. Provided technical expertise in the design, contract development/bidding and construction phase of the project. Coordinate site visits, interpreted bid specifications, explain site specific security and safety regulation. Perform bid analysis for complex service contracts.
• Upgrade the Partially Acidulated Phosphate Rock (PAPR) plant into Di-ammonium (DAP) plant. Responsible for manage all phase of projects including: Scope definition, design, cost estimation, procurement, contractor supervision, new equipment installation and start up. Project Total investment cost $ 2 million.
