CAREER SUMMARY

Mr. Barry Lester is a registered professional engineer, currently holding licenses in California, North Carolina and South Carolina. His professional career has included environmental undertakings in response to oil and hazardous chemical releases, compliance with federal and state regulations and environmental protection at commercial, industrial and government facilities during the last 30 years. He has a working knowledge of the Clean Water Act, Clean Air Act, CERCLA, RCRA, Oil and Hazardous Waste Sites, Remedial Alternatives and Clean up.

His roles have included government employment and private sector engagements for program management on multi-year contracts; design engineer, office manager for small consulting firm and senior independent consultant. During his work with the Navy as engineer in charge, his assignments included the CERCLA and RCRA Programs and development of SPCC plans for major Navy bases in the Southeast. He has led teams and participated in soil, groundwater, sediment and air sampling for numerous petroleum, oil and hazardous waste sites including work at NAS Cecil Field a National Priorities List (Superfund) site. He is proficient with multi-media sampling techniques, EPA protocols and Coast Guard guidelines for emergency response to oil spills. His engagements with environmental issues have included response to notices of violation, consent orders, compliance deadlines and public relations regarding policy and records of decision.

Mr. Lester has significant experience with DOD and government contracts, including FAR requirements, and has performed work for over 20 years in accordance with the Defense Environmental Restoration Program and NERP, National Contingency Plan and Executive Orders. He is skilled in technical and contract management of environmental projects, critical path scheduling, electronic systems and data base management. Having gained knowledge and practical experience with Federal, State and Local environmental regulatory agencies he is well versed in compliance issues and environmental regulations

KEY ASSIGNMENTS

• Barry’s first position was with the U.S. Navy at the Charleston Naval Shipyard. For two years he conducted engineering evaluations and prepared designs in support of nuclear submarine overhauls. In 1980 he received an outstanding performance award on work associated with the design of a unique apparatus to remove lead shielding from a prototype submarine.

• Navy at Southern Division Naval Facilities Engineering Command until September 1987 he was Engineer-In-Charge for Navy Environmental Projects conducted throughout the Southeast. He executed numerous projects involving pollution prevention, contaminant assessments, regulatory compliance, hazardous waste and spill response for Charleston Naval Complex, NAVSTA Mayport, NAS Pensacola, NAS Key West and other naval installations in the Southeast. An outstanding performance award was given to Mr. Lester in 1986.

• In 1991 Barry served as Senior Program Manager under a U.S. Navy contract (CLEAN) in Tallahassee, FL with Asea, Brown, and Boveri (ABB). Work was undertaken for RCRA and CERCLA hazardous waste investigations, feasibility studies and remedial actions being conducted for multiple locations at NAS Cecil Field, Florida a National Priorities List (Superfund) Site. He managed an interdisciplinary team of professionals and contract personnel with total program budget exceeding $17 million. His project team was one of the first in the Navy to fast track remedial actions with contaminate assessments to expedite clean-up actions and reduce costs.

• Mr. Lester opened a regional office for Enviro-Logical Solutions Inc. (ELS), Mt. Pleasant, SC (2002 – 2006) as Vice President of Quality Assurance for the company headquartered in Tampa, Florida. This challenge included responsibility for all consulting activities and operations for the office conducting soil and groundwater investigations, environmental compliance and design, remedial system installation and other environmental support. The office focus was acquisition of government projects resulting in two Navy multi-year contracts with Southern Division NAVFAC and; Chesapeake NAVFAC, Washington, DC; with funding amounts to 5.5 million dollars. Between 2000 and 2004 he negotiated and managed projects at Navy Bases in Washington DC, Virginia, Florida, Louisiana, Maryland, Mississippi and Texas.

• Recently, Mr. Lester has recently participated in field work and environmental sampling associated with the Deepwater Horizon oil spill in the Gulf of Mexico. From July to November of 2010 and March to August of 2011 he served as team leader for the National Resource Damage Assessment (NRDA) process conducted by NOAA. As part of the NOAA NRDA teams his work included multiple deployments for various TWGs including the Gulf of Mexico shoreline assessment, forensic chemistry sampling; submerged oil, water and sediment sampling, oyster and sediment plate resource sampling.

• In May and July of this year, 2011 he was a subject matter expert (SME) at two international seminars conducted in the former Soviet Union countries of Uzbekistan and Kazakhstan. These are part of the Army Corps of Engineers, US and Europe; Civil Military Emergency Preparedness (CMEP), Environmental Hazards and Cleanup Seminars. His training topics included, response and remedial activities, and land fill use and energy recovery.
