Logistics Manager/Ordering Unit Lead (Procurement)/ COTR - $82,500 year
I analyze logistics operations to determine the most cost-effective and efficient means of transporting products or supplies. I locate and manage locations to meet OSHA and ADA compliance. When required, I provide space allocation requirements, building maintenance requirements and building code requirements to Renovation specialists. I work with General Services Administration on leasing locations and contracting for work to bring facility up to meet federal standards. I direct inbound and outbound logistics operations, such as transportation, warehouse activities, safety and security performance, and logistics quality management. I analyze the financial impact of proposed logistics changes, such as routing, shipping modes, product volumes and mixes, and carriers. Create policies and procedures for Logistics personnel to be used at multiple locations, in accordance with government directives. I develop risk management programs to ensure continuity of supply in emergency scenarios. I train departmental personnel in roles and responsibilities regarding global logistics strategies, receiving and distribution, accountability, and product dispersion. Maintain metrics, reports, process documentation, provide customer service, maintain building records and logs, training or safety records, provide reports as required or requested.
Contract Administration as a Contracting Officer’s Technical Representative (COTR) for contract buildup, awards and monitoring. I receive invoices, verify them for accuracy and prepare Receiving Reports for payment. I verify, and or, request funding for payments, check the status of payments in the system (IFMIS). I prepare spreadsheets for documentation and reference. I source vendors for the procurement of items or services needed to support areas within our working region. I also purchase items under the micro purchase card limit with the Government Purchase Card to support all areas. I research scope of work and period of performance to insure vendors are invoicing for work performed within their scope of work. Check for over billing, over payments, taxes charged and other miscellaneous charges that the government is exempt.
As part of day to day operations, I am responsible for 150+ employees. I work with building owners to maintain the facility. I oversee all the work completed to include: HVAC, electrical, janitorial, plumbing and construction. I am responsible for all equipment deployed into each location. This is normally between $150,000 - $2,000,000. I maintain a fleet of vehicles to be used by everyone at that location. This includes rental cars, delivery vans, courier vehicles and tractor/trailer units. I monitor the mailroom to ensure that all federal guidelines are met and that protocols are followed for any suspicious items.

Record repairs and maintenance performed assembly line operations and preventative maintenance. I perform Quality Assurance to make sure that all products meet or exceed customer thresholds.
