Hatch Mott MacDonald (HMM), Hunt Valley, MD 21032. 09/07 to 5/2010

Engineer IV/Project Manager:

• Responsible for design project management to the DC WASA’s on-going water distribution system capital improvement program (CIP) that has multiple projects valued at over $350 million in spending for a ten-year period. DC WASA’s water distribution system comprised of approximately 1300 miles of mains, eleven (11) storage facilities and five (5) pumping stations.

• Program Management of water distribution system including planning, design, and engineering design management services, Master Plan and Operations reviews and updates in support of DC WASA’s CIP includes a hydraulic system replacement, parking ramp replacement and large diameter mains painting at 310 MGD Pumping Station, rehabilitation and upgrades to the Fort Reno Pumping Station, large diameter water main internal joint repairs, 20-inch 4th High water main replacement, multi- year large and small valve replacement program, elimination of dead end in water mains, siting study for 5 MG reservoir, and comprehensive program of pipeline rehabilitation and replacement.

• Development of conceptual designs, preparation and evaluation of design recommendations and studies, preparation of detailed designs and contract documents and management of consulting design engineers, monthly updates of CIP project schedule.

• Responsible for providing construction management services as needed during the constructions of the water distribution projects. Duties including field inspections, technical assistance, design changes, estimating and coordination.

Engineer IV

• Served as a design engineer on water and wastewater projects including detail evaluation and design of 2 MGD pumping station, siting study for 2 MG elevated tank, conveyance and storage facilities, water transmission mains, water treatment facilities, pressure sewer, new water supply wells, rehabilitation of sewer mains.

• Duties included preparation of conceptual design, design drawings, specifications, hydraulic evaluation, construction cost estimates and schedule, bid phase services and construction management services for the assigned projects.

• Responsible for providing construction management services as needed during the constructions of the water distribution projects. Duties including field inspections, technical assistance, design changes, estimating change orders, negotiation with contractor on behalf of client and execution of change orders, implementing construction schedule, field meeting with contractors, reporting and closing the project per clients requirements.

City of Frederick, Frederick, MD 21701. 12/04 to 05/2006

Project Manager:

• Served as project manager of the Water Now Team’s on-going water and sewer system CIP projects valued at over $30 millions, providing project management and construction engineering to expand water supplies for the City of Frederick to avoid critical water shortage. Responsible for preparation of project plans, scope, cost estimates and budget sheet; preparation of Request for Proposals (RFP) for selection of consultants; evaluating technical and price proposals and making recommendation on the award of consultant/construction contracts; coordinating and reviewing contract plans and specifications with the City’s various departments for compliance with City policies, regulations, government codes and design criteria; coordinating design projects with local, county, state and other agencies to secure permits and approval.

• Responsible for coordinating and managing construction contracts including securing necessary permits, pre-construction and monthly meetings, implementing construction schedule, periodic review of construction schedule, review of daily inspection reports and material testing reports, managing construction inspectors, negotiating change orders and assisting construction management personnel; preparing reports which includes executive summaries, financial analysis and cost benefit analysis; updating all project information, status and project plans every 15 days.

Jackson and Tull Chartered Engineers, Washington, DC 20018 3/94 to 12/2004

Field Engineer: Blue Plains Wastewater Treatment Plant, Washington, D.C.

• Responsible for construction projects valued at over $100 million, providing long- term improvements to solids handling operations and wastewater quality. Responsible for coordination of other inspection trades, preparation and compilation of daily inspection reports, preparation of contractor’s monthly pay requisition, verification that work in place meets the intent of contact specifications. Also responsible for identifying and assessing changed field conditions and collaborating with Chief Engineer, Resident Engineer, and client operating groups to solve technical problems in a timely manner.

Office Engineer: The Whitehurst Freeway Rehabilitation Project, Washington, D.C.

• Rehabilitation of the Whitehurst Freeway, a District of Columbia DPW, $ 28 Million, incentive/ disincentive construction project that included rehabilitation of an elevated steel structure and several concrete structures, construction of a new bridge over the C&O Canal and construction of a post-tensioned segment concrete elevated ramp.

• Responsible for computing of detailed contract pay item quantities, preparing final payment vouchers based on such computation, creating a computer program to itemize and correct contractor’s request for payment for change orders, engineer’s estimate document; preparing and receiving correspondence to and from various DC agencies and the contractor regarding shop drawings, materials, and contract drawings; and keeping current the contract drawings and shop drawings for use of the project staff.

Senior Inspector: The Sousa Bridge Project, Washington, D.C.

• As a senior inspector responsible for inspection of the construction of a new bridge including abutments, superstructure, lighting, handrails and utilities, reconstruction of existing concrete bridge decks, and the reconstruction of an existing steel structure. Duties included supervision and training of inspection staff, scheduling and coordination, checking inspection reports, calculating quantities for partial payments, coordinating with D.C Materials Lab for quality assurance tests, soil density tests and concrete and asphalt plant inspection, preparation of monthly updates of the CPM schedule and review of contractor’s compliance with contract documents, drawings and specification.

Senior Inspector: The Adelphi Road Project, College Park (MD)

• As a senior inspector responsibilities included daily monitoring of contractor’s activities, QA/QC services for cut and fill operations, concrete inspection for sidewalk, curb and gutter and asphalt paving; verification of fine grading, slopes for reinforced concrete pipe, inlets placement and lofflestone retaining wall, monitoring work as plans and specification.

Senior Inspector: Washington National Airport, Phase II Roadways

• As a senior inspector responsible for providing QA/QC for work including spread footings, 60ft deep tangent piles, reinforcing steel, concrete placement, structural steel for bridge deck and asphalt paving. Collected and analyzed inclinometer readings daily over a period of six months to monitor ground movements, and tilt plates to monitor structural movements. Performed on- site soils laboratory for proctor and sieve analysis tests.

Department of Transportation, Gujarat State, India 6/83 to 6/1990

• As an assistant engineer responsible for providing design and construction management services for the projects including new bridges, county roads improvements, rehabilitation of schools, rehabilitation and renovation of the state government buildings and landscaping to the facilities.
