EXPERIENCE
Nov. 1997 to Environmental Compliance Analyst for Idaho Department of
Apr. 4, 2008 Environmental Quality.
My duties included:
1. Operation and maintenance of the Particulate Matter 2.5 and 10 monitoring network for the DEQ Boise Regional Office. Operation and maintenance of the Ozone, carbon Monoxide and NOx monitoring network for the Boise Regional Office. Operation and Maintenance of the Toxics Air Study monitoring program for the Boise Regional Office.
2. Assisted in the development of a training program for the Drinking Water Operators.
3. Recommending the type of enforcement actions to be pursued when a drinking water or waste water facility is not in compliance; drafting, routing and finalizing Notices of Violations and calculating penalties using the Idaho penalty policy; attending compliance conferences; drafting, routing and finalizing Consent Orders and Assisting the Idaho Attorney General's Office in preparing cases for trial.
4. Reviewing and approving applications, course materials and instructors for Continuing Education Credits to be awarded for classes for Waste Water and Drinking Water Operators.
5. Conducting inspections of facilities that are regulated by Idaho Air Permits, Idaho Air Regulations, and EPA Regulations and determining compliance status. Compliance status determinations include analyzing emissions to determine if unpermitted facilities require permits and working with EPA Region 10 Air Enforcement Program staff to determine the applicability of specific air regulations including NSPS, PSD and MACT. Include using AIRS compliance information to determine past problems or unpermitted sections of facilties.
6. 7. Reviewing permit required reports, performance test reports and Relative Accuracy Test Audit reports for Continuous Emission Monitoring Systems submitted by facilities for compliance with federal and state regulations as well as emission limits and permit requirements.
8. Providing technical assistance to facilities that are regulated by Idaho Air Permits, Idaho Air Regulations, and EPA Regulations.
9. Providing technical assistance within the Idaho Department of Environmental Quality and to the Idaho Regional Offices.
10. Provided asbestos technical assistance to EPA’s Region 10 Asbestos NESHAP Coordinator on asbestos exposure levels and sampling plans for Libby, Montana.
11. Provided asbestos technical assistance to EPA’s Region 2 Asbestos NESHAP Coordinator concerning a beam sampling scheme for the WTC cleanup and worker protection and monitoring issues for apartment cleanup after WTC.

Dec. 1996 My duties included:
1. Review of work plans notification forms; inspecting renovation and demolition sites and landfills for compliance; collecting and documenting evidence of NESHAP violations; writing inspection reports; and referring violations to Region 10 for further enforcement.
2. Assisted the Office of Regional Council and Department of Justice in NESHAP civil and criminal case investigation development in Idaho and Alaska; served as an expert witness for air monitoring, inspections, worker protection, health effects and the NESHAP regulations.
3. Operated an effective compliance program balancing enforcement, education and outreach to improve the regulated and general public awareness and compliance with the asbestos regulations.
4. Developed an 8 – hour NESHAP course and manual for demolition and renovation supervisors that met the requirements of 40 CFR 61, §61.145(c)(8) and the OSHA awareness requirements.
5. Developed an 8-hour asbestos awareness course and manual for DEQ inspectors.
6. Managed the budget for the Asbestos Program Coordinator position with WESTAR.
7. Performed all data entry for the ACTS asbestos tracking system. Reviewed data and submitted to the national ACTS system. Reviewed information in the ACTS system to determine potential compliance issues with asbestos abatement contractors from out of state.

Project manager on asbestos abatement sites; supervision of asbestos abatement crews to insure compliance with EPA and OSHA rules; supervision and training of air monitoring technicians; review and generation of project reports; personnel, area and clearance PCM sampling and analysis; coordination of personal intralab and interlab PCM QA/QC programs; and performing asbestos inspections in buildings prior to renovation or demolition.
