1.900 lf Cast in place segmental structure 6 bents and 12- 14’ diameter drill shaft foundation piers. Flat Bottom bit reverse circulation table drill. Manage all drill operations on-site, field support. Project management: documenting progress, cost, change orders, contract pay estimate, and schedule. Working hand and hand with engineering for production changes as each shaft location varied with ground conditions, elevations and lake water fluctuating with reservoir needs and conditions. The contract did not have any authority with lake level control. Drill operations vary from ground level or over +/- 150’ of lake water.

Dragados/Judlau (JV) Project Engineer
Long Island Rail Road East Side Access Project: A $427 million project, which consists of more than 25,000 linear feet of 22ft diameter hard rock tunnel, to be excavated using two tunnel borings machine (TBM). Four tunnel drives will be driving with these TBM’s, Two types of TBM, main beam, and double shield machine are being used. Contract also includes over 60,000 BCY of drilling and blasting, for four major chambers, seven cross passages, pump room, central instrumentation room, cross flue. The contract also includes 12,000LF of cast-in-place tunnel lining. As Project Engineer responsibilities included but not limited to:
Directly assist PM, supervise and manage a staff of 18 engineers: Field, office and cost engineers.
Prepare all technical Submittals required by contract.
Responsible for all planning, with direct responsibility for all of the drilling and blasting of two assembly chambers with only 5ft of cover from an existing adjacent tunnel. Plan included coordination of all rock support design, blast patterns and round lengths along with procurement of all equipment needed for this operation. Prepare all contract required submittals, shop drawings while complying with the contract documents.
Lead planning engineer responsible for the assembly of a double shield machine in a 27ft wide x 27ft high x 73 linear foot chamber. Plan included all design of a monorail system, anchored to the chamber arch. Responsible for all permanent materials certifications and owner approvals.

LIBERIAN IRON ORE PROJECT

MSL will mine 25 million tons per year of iron ore from its ore deposits in Liberia, Africa. The mine facility is 240 kilometers from the Port of Buchanan. The mine facility includes 2 ea. 800mw power transmission and distribution a stockyard, and an out loading system to rail. The iron ore will be transported by rail, 240 kilometers to the Port at Buchanan, Liberia. The port facility will include rebuild and extensions of jetty; total seawall replacement to accept super tankers with 35’ draft, dredging port and turning basin. An in-loading system, stockyard/storage, out- loading system, where ship loaders will load vessels for the ore to be transported to various locations. The facilities will be designed for a production of approximately 8000 tons per hour.
QUEEN ELIZABETH THE 2nd PORT OF FREETOWN

The QE 2 Port of Freetown was originally built with Berth 1-2. Later, Berths 3-4-5-6, also called The Extension, was constructed as a steel gabion/steel pile structure, with concrete coping beams and completed in 1965. Rehabilitation works have been carried out in the period 2000 – 2002.
Contract A: Ancillary Land Works
Paving Works - Expansion of the container stacking area extension, including lighting and rehabilitation of the concrete coping at Berth 6. In order to accommodate expected increase in container traffic until 2020, it is necessary to expand the existing paved stacking area. This will involve paving of stacking area # 6 and a 40 m area south of the Central Road Way parallel to Berths 5 and 6, as well as installing 30 m high flood light towers to provide proper area lighting, which will permit work at night. The recommended pavement is approximately 21,000 m2 consisting of a top layer of 80 mm concrete blocks on a 40 mm sand bedding on top of a base of 300 mm lean concrete and 250 mm compacted rock ballast.
Contract B: Dredging
Reduced water depths have been observed, particularly during the rainy season, due to siltation at berths 3-4 and 5-6. Maintenance dredging is necessary is front of the main quay and reaching 15 – 20 m from the face of the quay, along all berths, so as to achieve uniform depths. Dredged material will be dumped at water depths greater than 20 meters. The berth 6, West corner is normally deeper than the berth sides, heavy silt and clinker areas found along berth 6 and the draft are therefore reduced. The sea bed at the corner at berth 6, leading 30 m towards N, are rock bed, the tidal current at the current and 40 meter out, washes away silt layer continuously and leaves the sea bed surface exposed with rocks.
Contract C: Supply and Installation of Navigational Aids
Navigation through the river entrance to the natural harbor and inside the port area to the QE2 quay can be hazardous, particularly during night, due to occasional very strong tidal streams and the presence of shoals and offshore dangers. Years of neglect and civil war have left the port in urgent need of navigational aids to improve safety of navigation, in particular for larger vessels.
Contract D: Supply and Installation of Environmental Equipment
In order to adhere to the commitments of the ratified Annexes of MARPOL73/79, the project will fund the provision of equipment to achieve this goal.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Following final estimate Publish Letter of Interests, RFP – RFQ establish WBS by phase. Set up bid packages to include pre-qualification and requirements. Develop and maintain relationships with new and existing clients, engineers, design team and major subcontractors / suppliers.
Assist the procurement department with Buy-Out, locate, solicit material, services, equipment, analyze quotes, and purchase agreements.
