THOMAS K. NOAH
INTRODUCTION
With a combination of 12 years of experience covering a unique mix of power plants, specialty chemicals and ethanol production, I am a seasoned professional engineer. My professional experiences include roles in process engineering, project engineering, operations management and technical group management.
PROFESSIONAL EXPERIENCE
July 2004 – Present Indianapolis Power & Light Indianapolis, IN
Harding Street Station - Team Leader Plant Performance, Reliability and Laboratory (January 2008 – Present)
Directly responsible for 4 Engineers, 1 Assistant Engineer and 5 lab technicians and an annual operating budget of approximately $2.0 MM.
o Overall group responsibility includes: DCS reliability, Thermography, Vibration Monitoring, Oil Analysis, NDT, Boiler Mapping, PDMA testing, equipment testing, Boiler Water production, Boiler Water analysis and maintaining the proper level of raw materials for environmental removal equipment.
Monitor, track and ensure that all the generating units at plant site operate as efficiently as possible.
Responsible for the internal and external availability reporting, performance reporting that is required to be submitted to MISO, RFC, EIA and other entities.
Troubleshoot equipment, perform equipment testing and serve as a technical resource for other plant personnel.
Serve as a key technical liaison both internally and externally with engineering firms and vendors working through technical oversights from a recently install flue gas desulphurization system at the plant.
Lead root cause analysis investigations into plant operating challenges at my assigned plant as well as support to other plants when requested.
Managed multi-plant NOx emission improvement testing across all three IPL Generating Stations to improve planning for new proposed environmental regulations.
Lead and participate on cross functional plant improvement teams, root cause analysis teams and safety meetings.
Developed a heat rate calculation scheme that was utilized at Harding Street Station and subsequently at the other two IPL generating stations by the Power Marketing group to update Unit offer prices.
Harding Street Station - Unit Leader Generation (July 2005 – January 2008)
Responsible for the continuous safe, environmentally compliant and efficient operation of Harding Street Station Unit 7, a 463 MW generating unit.
Provided leadership, coaching and counseling for 12 direct reports (operators).
Coordinated with IPL power marketing, plant maintenance departments and outside contractors to ensure that planned and forced outages are completed on schedule thus minimizing the negative financial impact of the outages on plant metrics.
Established maintenance priorities for the assigned generating area to ensure optimal financial performance.
Served as a leader on an IPL power supply team that developed a Management of Change (MOC) Policy for the three IPL generating stations.
Contributing member of an AES North American Operational Network (NAON) initiative whose primary focus was improving the plants work management system.
Harding Street Station - Lead Engineer (July 2004 – July 2005)
Responsible for providing general engineering support for all the generating units at the plant. Engineering work supported both outage and day to day power plant operations and maintenance activities. Engineering activities included, but were not limited to, the following:
o Created the specification, evaluated vendors and oversaw construction of two separate a $1.5 MM precipitator rebuild projects.
o Performed outage inspections to enable improved outage work scopes and budgets to be developed for future use at the site.
o Generated the specification and coordinated with contractors to ensure the safe, efficient removal, repair and re-installation of medium voltage motors.
o Responsible for the replacement of a medium voltage service station transformer.
o Replaced the plants continuous emission monitors and stack flow meters.
May 2001 – July 2004 Reilly Industries, Inc. Indianapolis, IN
Unit Process Engineer II (August 2003 to July 2004)
Unit Process Engineer I (May 2001 to August 2003)
Provided technical support to assigned chemical processing units.
• Duties included: troubleshooting unit operations, providing operator training, and creating/updating operating procedures.
Monitored process yields, throughputs and finished goods quality utilizing engineering skills and statistical process control methods.
Participated on and led Process Hazard Analysis (PHA) teams for assigned chemical production areas.
Monitored, tracked and ensured that each assigned chemical production area’s Management of Change (MOC) Program met the required standards of the plants process safety management program.
Developed scopes, budgets, and implemented capital projects in assigned chemical production areas.
Member of the engineering team that created, revised and reviewed the site’s engineering guidelines.
Generated, updated and ensured compliance with ISO9001 standards within assigned chemical production areas.
June 1999 – May 2001 Archer Daniels Midland Peoria, IL
Production Assistant
Provided supervision to plant personnel including operations, mechanical maintenance, electrical maintenance, laboratory and material handling while working a rotating shift in an ethanol plant.
Ensured that plant production goals were obtained while maintaining equipment and people safety.
